Job Description

SUMMARY:

Under the direction of an assigned supervisor, organize, direct and coordinate the accounting functions of student registration activities at a college and in a local community; collect and control college fees and other District receivables; deposit District monies; and maintain financial records and journals. Technical direction and procedural compliance oversight is received from the Senior Director/Controller-District Business Services.

ESSENTIAL FUNCTIONS:

Organize, coordinate, and administer the accounting functions of student registration at either Grossmont or Cuyamaca College and off-campus registration sites to assure timely and efficient student registration.

Within the District policies and procedures, develop, implement, coordinate, and oversee college specific procedures, operations, and activities related to the collection of fees for college registration and special project contracts such as JTPA, Headstart Program, and contract classes.

Recommend staffing, material, equipment, and facility needs for registration fee collection activities.

Maintain a variety of financial records, logs, files, and journals related to fee collection and accounting; and operate a personal computer to post and update records and furnish statements.

Recommend college-specific procedures to facilitate the maintenance of records, logs, and files.

Comply with approved college-specific and District procedures.

Train and provide work direction and guidance to assigned hourly and part-time personnel.

Place required information in college schedules.

Compile data and prepare reports related to the collection of college fees.

Submit daily transaction reports and reconciliations to the District Cashier.

Coordinate and generate billings to students with outstanding balances and coordinate the collection of past due loans and NSF checks.

Coordinate communication and activities with other college and District departments, governmental agencies, and other outside organizations.

Consult with Information Systems personnel and the District Cashier in the development and modification of computer programs used in processing student fees.

Correspond with various agencies on and off campus to obtain deferment authorizations.

Review and audit records, forms, and other materials to assure accuracy and completeness.

Operate a variety of modern office equipment including personal computers.

SECONDARY FUNCTIONS:

Maintain inventory of registration materials and supplies.

Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

Attend various meetings as required.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:


• Principles, methods, and procedures related to student registration, fee collection, and cashiering.

• Principles and practices of accounting.

• Applicable federal and state legislation pertaining to student registration and fees collection.

• Operation of a financial system.

• Modern office practices, procedures, and equipment including telephone techniques and etiquette.

ABILITY TO:

• Perform specialized accounting duties in the collection and control of college fees.

• Compile information and maintain accurate financial records, reports, logs, files, and journals.

• Interpret, apply and explain rules, regulations, policies and procedures.

• Perform simple mathematical operations quickly and accurately.

• Train and provide work direction to others.

• Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.

• Analyze situations accurately and adopt an effective course of action.

• Communicate effectively both orally and in writing.

• Establish and maintain cooperative and effective working relationships with others; demonstrate commitment to customer service.

• Work independently with little direction; plan and organize work to meet schedules and timelines.

EDUCATION:

Two years of college-level course work or equivalent in accounting, business, or related field.

EXPERIENCE:

Increasingly responsible general cashiering, accounting, cash flow, and auditing experience.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver's license and the ability to qualify for district vehicle insurance coverage.
