ABOUT THE POSITION
Under the general direction of the Dean of Enrollment Services, the Director of International Students provides strategic and operational oversight of the International Student program, leads international student marketing, recruitment and retention efforts, manages program enrollment, maintains institutional compliance with federal and state laws and regulations that pertain to international students, serves as Primary Designated School Official (PDSO) for the F-1 and M-1 student program, develops and implements a comprehensive strategic plan for international education, enhances existing programs and develops new initiatives, develops relationships with both internal and external partners in support of the District Mission, represents the District and College in international and national venues and plans, coordinates, organizes, reviews and evaluates the operations and activities related to the District's International Student Program, and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Director of International Students is responsible for providing leadership, direction, coordination, general supervision, planning and overseeing the implementation of activities, procedures and evaluation related to the International Student program. The Director will also be managing day-to-day activities, serving as the primary compliance officer ensuring compliance with INS regulations, developing and managing international student recruitment, orientation, student health insurance programs, applications and admissions processes, monitoring student academic progress, preparing reports to the federal government's Student and Exchange Visitor Information System, training, budgeting, collaborating with faculty and staff, and supervision of staff and faculty connected to the International Student program. In addition, the individual should function effectively as a Director and contributing team member of the International Student program and should work well with and show evidence of sensitivity towards persons at all levels of the college. Duties
DUTIES:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
• Provides leadership and vision to develop the strategic and program development plans for the District's international student program, including marketing, recruitment, and engagement strategies;
• Plans, coordinates, integrates, organizes, contributes and manages the District's International Student Program; promotes the academic and personal growth of international students; monitors program compliance with federal and District policies and regulations pertaining to international students.
• Develops and manages international student recruitment plans and programs; determines annual ad placement and tracks advertising effectiveness; develops and implements program objectives, service unit outcomes, assessment measures, policies and procedures; and assure consistency of goals, objectives, policies and procedures with those of the college.
• Develops and maintains domestic and international relationships and visibility to enhance and promote the College's international program; represents the College in international and national venues.
• Oversees and directs the program's application and admissions processes; evaluates and updates application forms and maintains web-based applications; coordinates the review of student applications, requesting missing or corrected documents from applicants, creation of new student I-20 forms, follow-up with students who do not attend orientation, student admission for future semesters and tracking and reporting enrollment statistics to administrators and department heads.
• Coordinates, designs, organizes, implements and delivers the international student orientation program; invites guest speakers; supervises staff and students in delivering orientation components; maintains and updates programs, international student handbook and webpages as needed.
• Monitors student academic progress to ensure compliance with INS, SEVP/SEVIS regulations; coordinates necessary interventions with INS on behalf of students; advises students on immigration regulations and District international student requirements to remain eligible for attendance at the District; evaluates eligibility of student applications for off-campus employment authorization; monitors the international student health insurance program for insurance renewal contract, program rates, coverage and student compliance.
• Manages and oversees the federal government's Student and Exchange Visitor Information System (SEVIS); Coordinates the creation, maintenance and updating of student records in SEVIS; prepares reports of accepted applicants, no-shows, student registration, address changes, permission for low-course loads, termination of records, failures to enroll, student graduations and program completions and students with below full-course loads without permission; requests reinstatements of I-20s as necessary; follows up to ensure student records are reactivated when students are reinstated; monitors SEVIS alerts and takes action as necessary; coordinates and participates in the preparation of student enrollment verifications, social security number requests, letters of invitation for family members and other correspondence as requested.
• Provide day-to-day leadership and SEVP regulatory support when working with staff to ensure a high performance, customer service-oriented work environment which supports achieving District objectives; plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the District's classified human resources policies and procedures and labor contract provisions.
• Provide technical information and assistance to students, staff, faculty, administrators and others concerning international student enrollment, federal and state regulations, SEVP/SEVIS regulations and District policies to determine appropriate courses of action in complex circumstances.
• Maintains current knowledge on changing US Immigration laws and regulations as they apply to international students and the international education program; ensure compliance with all related SEVP, SEVIS and Department of Homeland Security guidelines, regulations, and reporting requirements.
• Directs, supervises and evaluates program cultural activities and student participation in District activities; plans and conducts cultural activities and trips for program students;
• Develops, plans, manages, tracks and maintains program budgets, accurate fiscal records, grants financial reports in compliance with governing policies and regulations; develops, plans, and implements program activities and deliverables in alignment and within budgets.
• Effectively utilize various software systems for operations, reporting, and daily use that include but are not limited to PeopleSoft, FSA Atlas, SEVIS, word processing, database management and spreadsheet software applications for required reporting.
• Serve on college and District committees, task forces and other work groups;
• Communicate effectively both orally and in writing using interpersonal skills with tact, patience, and diplomacy.
• Make independent judgments within established guidelines.
• Performs other related duties as assigned that support the objective of the position.
SUPERVISORY RELATIONSHIPS
This position reports to the Dean of Enrollment Services and supervises and evaluates assigned staff.
PERSONNEL
Responsible for recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and performance evaluation of assigned staff; administering collective bargaining agreements, employment and promotion selection procedures; and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.
OTHER DUTIES
Hires, trains and supervises staff and faculty.
Position may require travel, weekend and evening work.
Performs other related duties as assigned that support the objective of the position.
Qualifications
MINIMUM QUALIFICATIONS:
Possession of a master's degree, and
One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
College's fundamental requisite
Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
• Three (3) or more years of experience providing leadership in an international student program.
• One (1) year of experience as Principal Designated School Official (PDSO).
• Demonstrated knowledge of US Immigration laws and regulations as they apply to international students and the international education program.
• Demonstrated ability to manage financial resources with a record of fiscal responsibility and accountability.
• Evidence of experience in the areas of organization, planning, development, staffing, budget management, evaluation, and supervision related to the administrative assignment.
• Membership and active participation in international education-related professional organizations.
• International recruitment experience outside the United States.
• Experience working with partner agencies and foreign institution, including drafting agreements.
• Effective oral and written communication and organizational skills.
• Demonstrated ability to problem solve and make timely, fair, and equitable decisions.
• Demonstrated advocacy for students and student needs.

Licenses; Certificates; Special Requirements: A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy. U.S. citizen or permanent resident, as required by Department of Homeland Security, to serve as a primary designated school official (PDSO). Evening, weekend or early morning hours may be required. Position may require travel outside of the United States.
