BASIC FUNCTION:

The job of Dispatcher is done for the purpose/s of providing support within the area of security services with specific responsibilities for performing a variety of computer, radio, and telephone-based dispatching duties; ensuring timely response to routine and emergency safety requests; monitoring alarm equipment and security cameras; and promoting a culture of customer service and responsiveness in compliance with safety policies, procedures, and guidelines.

This job reports to designated administrator.



REPRESENTATIVE DUTIES:

Essential Functions
Collaborates with internal and external personnel (e.g. District personnel, police and emergency services providers, security services, public agencies, community members, etc.) for the purpose of implementing and maintaining services and maintaining security and safety.
 
Communicates in a strategic, customer-oriented manner with a variety of individuals and/or groups regarding security and safety concerns, topics, and issues (e.g. administrators, staff, students, parents, community members and organizations, etc.) for the purpose of providing safe outreach and becoming safety partners with the greater District community.
 
Compiles a variety of data (e.g. incident reports, inspections, student misconduct, etc.) for the purpose of developing formal reports, conveying information, and complying with mandated requirements.
 
Contacts emergency agencies, when necessary, (e.g. police, fire, other emergency resources, etc.) for the purpose of addressing safety and security incidents according to established procedures.
 
Maintains knowledge of current laws, rules, and regulations related to security and safety for the purpose of ensuring compliance with all applicable laws and District guidelines, policies, and procedures.
 
Maintains a variety of confidential and non-confidential, manual, and electronic files and/or records (e.g. inputs information, collects and files incident data and department activities, etc.) for the purpose of documenting activities, providing reliable information, and/or complying with regulatory requirements and established guidelines.
 
Models appropriate and professional safety behavior for the purpose of reinforcing District safety standards and expectations.
 
Monitors assigned sites (e.g. distress calls, intruders via camera, listen to scanner, monitor people entering, advise of incidents and need for lock-down, etc.) for the purpose of ensuring District facilities and property are secure from any unlawful act or unsafe condition or situation and that all students, personnel, customers, guests, or community members, while on school grounds or involved with school activities, are safe and secure.
 
Monitors alarm equipment and security cameras (e.g. receive emergency and routine, computer-based radio and telephone calls and inquiries, etc.) for the purpose of ensuring District facilities and property are secure from any unlawful act, unsafe condition or situation, and that all students, personnel, customers, guests, or community member, while on school grounds or involved with school activities, are safe and secure.
 
Operates a variety of department equipment (e.g. two-way radio, communication system, radio/transmit monitor, phone, computer terminal, computerized dispatch system, etc.) for the purpose of ensuring the efficient and timely operation of the office and department within district guidelines.

 Participates in unit meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions.
 
Prepares a variety of items regarding safety related matters (e.g. student IDs, reports, dispatch logs, memoranda, formal notices, communications, correspondences, oral and written presentations, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information in compliance with District, state, and federal guidelines and time lines.
 
Responds to inquiries from a variety of internal and external sources (e.g. administrators, teachers, staff, students, community members, public agencies, etc.) for the purpose of resolving problems, providing information or direction, and/or referring to appropriate personnel.
 
Translates verbal and written communication(s), as needed, from English to Spanish and Spanish to English for the purpose of ensuring that non-English speaking persons have a clear understanding of information or services as related to District emergency and non-emergency situations.
 
Marginal Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

 

INITIAL/MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

  • Graduation from High School or equivalent. 
  • A combination of two (2) years of experience involving: 
    • Security-related experience involving contact with the public,
    • Dispatching experience in a police or security environment and
    • General clerical experience involving computer use and modern office equipment. 
  • Any other combination of education, training, and experience, which demonstrates that the applicant is likely to possess the required skills, knowledge, or abilities, may be considered.

 

LICENSES AND OTHER REQUIREMENTS:

  • Valid California Class C Driver's License. Availability of private transportation and evidence of a current safe driving record.
  • Valid Cardiopulmonary Resuscitation (CPR) certification issued by the American Red Cross or any agency authorized by the American Red Cross
  • Valid First Aid certification issued by the American Red Cross or any agency authorized by the American Red Cross.
  • Completion of a P.O.S.T. approved Dispatcher Course within 6 months of job entry. 
  • Submit to periodic, random drug and alcohol screening.

 

DESIRABLE QUALIFICATIONS AND PREFERENCE MAY BE AWARDED TO CANDIDATES POSSESSING THE FOLLOWING:

  1. Successful completion of SB 390 training and certification, which has been approved by the Department of Consumer Affairs (DCA), Bureau of Security and Investigation Services (BSIS) with the Commission of Peace Officers Standards and Training (POST).  Anyone employed on or after July 1, 2021, must submit proof of training and certification (Senate Bill No. 390).
  2.  Bilingual in Spanish is desirable and preference may be given to candidates bilingual in English and Spanish.
  3. Some positions may require the ability to read, write and speak Spanish fluently.



KNOWLEDGE, SKILLS, ABILITIES AND WORKING CONDITIONS:

SKILLS are required to perform multiple tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment; and using pertinent software applications.
 
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: current laws, guidelines, codes, regulations, and rules related to school safety and dispatching; City, State, and County ordinances related to theft, arson, vandalism, malicious mischief, and trespassing; district organization, operations, policies, procedures, objectives, goals, rules, and regulations; up-to-date principles, practices, methods, and terminology used in school safety activities; conflict resolution skills and excellent interpersonal communication skills; and disaster and emergency preparedness.
ABILITY is required to schedule activities and/or meetings; gather and/or collate data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined and similar processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment.
Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; working with constant interruption, thinking clearly and logically and using good judgment to make quick and appropriate decisions; reading, interpreting, applying, and explaining laws, codes, rules, regulations, policies, and procedures related to school safety activities; evaluating security incidents and taking appropriate action; and maintaining confidentiality.
Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; providing information and/or advising others; operating within a defined budget. Utilization of some resources from other work units may be required to perform the job's functions. There is some opportunity to affect the organization's services.
Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 90% sitting, 5% walking, and 5% standing. This job is performed in a generally clean and healthy environment.
