Job Description

SUMMARY:

Under the general direction of an assigned supervisor or manager, interview and advise students and determine financial need and program eligibility for work, loans, grants and scholarships.

ESSENTIAL FUNCTIONS:

Interview and advise students and parents concerning special circumstances and complex sensitive issues; exercise professional judgement and override federal financial aid regulations; recommend alternative courses of action; intervene in financial crisis situations when appropriate.

Advise students and parents concerning debt management, budget control, expenditures, program requirements and financial problems; recommend alternative resources and courses of action as appropriate.

Review and evaluate complex academic records and transcripts to determine educational requirements for financial aid eligibility.

Oversee and evaluate the academic progress and educational plan of students; advise students regarding satisfactory academic progress standards as they relate to a student's continued eligibility for financial aid; recommend alternative educational strategies and services in order to promote academic success.

Conduct workshops and provide information and assistance to students and parents regarding financial aid programs, applications and eligibility; interpret and explain federal, state and district regulations, requirements, policies and procedures.

Review financial aid petitions independently to determine continued eligibility for financial aid; evaluate appeals and make initial recommendation for presentation to appeals committee. Ensure timely resolution of student grievances regarding financial aid eligibilty.

Assess and analyze applications and required documentation to determine financial need and program eligibility for a variety of federal, state and district programs.

Work with complex computer-based systems related to financial aid programs and multi-faceted network-related software and database management systems.

Award financial aid in accordance with applicable laws, rules and regulations and restrictions.

Verify application information and assess the validity of the data provided in the supporting documentation; recalculate financial need as required; evaluate special circumstances to override need analysis results and increase or decrease awards.

Review, revise and implement the Financial Aid Policies and Procedures Manual.

Prepare and maintain a variety of records, files and reports related to financial aid activities.

Operate a variety of office equipment and machines including computers, fax machines, modems, peripheral equipment, calculators and copiers.

Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

Maintain currency of qualifications for area of assignment.

SECONDARY FUNCTIONS:

Monitor continued eligibility of students; amend student awards according to changes; coordinate outside sources of assistance.

Organize curriculum and present the financial aid portion of the Financial Aid and Academic Planning course.

Second review need analysis and packaging of other financial aid personnel as required.

Assist in the training of new financial aid personnel.

Refer students to other district, community, state or federal resources as appropriate.

Provide assistance in other financial aid functions as necessary; interview, screen and refer students for placement in the workstudy program(s) as required; process loan applications and determine precise amount of award.

Assist in the coordination of State workstudy, State scholarship programs and other institutional programs.

Coordinate communication and activities with various district departments and personnel, governmental and private agencies, other colleges, financial institutions and the public.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:

• Rules, regulations, policies and procedures of federal, state and district financial aid programs.

• Applicable sections of State Education Code and other applicable laws.

• Methods and techniques of financial aid need analysis used to determine eligibility for financial aid.

• Financial aid packaging methods and procedures to meet financial aid needs.

• Public speaking and presentation techniques.

• Personal and financial problems encountered by college students and parents.

• Advise, needs analysis and financial aid packaging.

• Interpret, apply and explain complex state and federal regulations and institutional policy.

• Modern office practices, procedures and equipment including telephone techniques and etiquette.

• College and community services available to students.

ABILITY TO:

• Determine eligibility for financial aid through need analysis.

• Develop financial aid packages to meet financial need.

• Read, interpret, apply and explain complex laws, regulations, requirements, policies and procedures regarding student financial aid programs.

• Adapt to complex, changing and expanding state and federal regulations.

• Exercise sound judgment in reviewing and evaluating student financial aid applications.

• Interpret and evaluate financial statements, complex income tax reports, federal and state court documents, Immigration and Naturalization documents and other related documents.

• Analyze situations accurately and use trouble-shooting techniques as they relate to students, staff and computer systems in order to adopt and implement an effective course of action.

• Communicate effectively both orally and in writing.

• Install and maintain PC financial aid software and identify software, mainframe and database problems; compile, import and export data between databases. Use intricate computer-based systems related to financial aid programs, databases, word processing, spreadsheets, network-related software and database management systems.

• Maintain records and prepare reports.

• Work independently with little direction; plan and organize work to meet schedules and time lines.

• Establish and maintain cooperative and effective working relationships with others.

• Relate effectively to economically disadvantaged students.

• Interview and advise students.

EDUCATION: Associate Degree or equivalent in business, accounting, social services or related field.

EXPERIENCE: Increasingly responsible financial aid experience including training in need analysis and financial aid packaging. Expertise in operating computer databases and multifaceted software programs in an efficient and effective manner.

WORKING CONDITIONS: College financial aid office and student group environments.
