CLASS TITLE: ACCOUNTING TECHNICIAN II
BASIC FUNCTION:
Under the direction of the Fiscal Services Manager, perform complex and advanced accounting duties related to the preparation of financial reports for assigned programs; receivables and payables, food services, categorical programs; employee and student attendance accounting; fixed assets, and other technical accounting areas as assigned. DISTINGUISHING CHARATERISTICS:
Accounting Technician I incumbents perform routine and repetitive accounting clerical duties. Incumbents may assist in other accounting clerical activities in support of higher level functions or are assigned a single accounting function which is a highly structured and closely supervised.
Accounting Technician II incumbents are assigned responsible clerical accounting duties in an area such as accounts payable, accounts receivable, categorical programs, employee/student attendance, and/or food services. Incumbents are also trained in and may be required to assist with payroll and benefits accounting.
Accounting Technician III incumbents fulfill the responsibilities noted in Accounting Technician I and II and have overall responsibility for accounting duties in a categorical/specialized program. Incumbents must have the requisite knowledge of local, state and federal regulations governing categorical/specialized programs and be able to apply them.
REPRESENTATIVE DUTIES:
Perform complex and advanced level accounting duties and assist in preparation of classified or certificated payroll. Prepare complex and technical accounting reports; establish, monitor and maintain assigned accounts.
Prepare a variety of monthly, periodic and annual reports as required by the District and governmental agencies; receive, audit, balance and reconcile attendance, financial and statistical data and reports.
Monitor and maintain employee attendance records.
Produce a variety of periodic and annual financial statements, reports, reimbursements and claims; maintain journals and ledgers, charging proper accounts; maintain inventory records, verifying receipts.
Prepare and maintain detailed and comprehensive records; research, record, correct and cross-reference information as appropriate.
Respond to questions or complaints from vendors, District administrators, or employees regarding issues related to payments, balances, charges, and other information.
Monitor and control expenditures for assigned accounts to assure expenditures are charged against proper accounts and in accordance with law and district policies and procedures.
Operate a personal computer and various software packages to enter, audit, record and analyze financial data; assist in developing accounting forms and report formats.

KNOWLEDGE OF:

Preparation of financial statements and comprehensive accounting reports.
Account Code Structure.
Applicable sections of State Education Code and other applicable laws, rules and regulations.

Operation of a personal computer, accounting software and other office equipment.

Verify, balance and adjust accounts.
Prepare financial statements, profit and loss statements and other technical financial reporting documents.
Assure compliance with applicable District policies, procedures and governmental regulations.
Balance accounts and reconcile financial statements.
Analyze and record financial and statistical data.
Work independently with little direction.
Learn, interpret, apply and explain rules, regulations, policies and procedures related to accounting for categorical programs, food service, and attendance accounting.
Operate office machines including personal computer, accounting software and peripherals.
Add, subtract, multiply and divide quickly and accurately.

Communicate effectively both orally and in writing.

Keyboard skills at an acceptable rate of speed.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: two years of college level course work in accounting, bookkeeping or related field and two years increasingly responsible experience in the preparation and maintenance of financial records.
PHYSICAL DEMANDS AND WORKING CONDITIONS:

Licenses and other requirements:
- · Criminal Justice fingerprint clearance
- · Evidence of TB clearance
If required to operate a vehicle:
- · Valid California Motor Vehicle Operator’s License
- · Acceptable driving record and qualification for insurability by the District’s insurance carrier
