Job Description

JOB PURPOSE:

Under the direction of the assigned manager, plan, organize, and direct the District's internal audit program to provide more efficient and effective use of educational funds through sound fiscal management practices and the reporting of financial operations; and adhere to the auditing and reporting requirements of the federal, state and local board.

REPRESENTATIVE DUTIES:

Plan, develop, organize, direct and implement a comprehensive program of audit coverage for financial operations of the District to ensure compliance with federal/state-level agencies' financial rules and regulations and local board policy.

Conduct examinations to determine the adequacy of compliance with the rules and regulations for district disbursements.

May train, supervise and evaluate assigned staff to audit various district cash funds on a selective and periodic basis; determine and report all transactions which affect correctness of these funds.

Review, evaluate and recommend changes to district established policies and procedures that pertain to internal control for financial operations and program compliance; perform audit work as appropriate.

Organize work flow, establish priorities and supervise operations in performing fiscal accountability functions to meet the county fiscal independence requirements, such as the pre-audit and post-audit of payments, including student financial aid warrants; post-audit of student refund and preparation and dissemination of commercial/payroll warrants.

Develop new and/or improve current audit techniques to address review of automated data processing systems.

Review and interpret latest legislation and procedural changes in auditing so as to provide the most updated and comprehensive audit technique and be consistent with the audit requirement of federal and state agencies.

Develop strategies to improve District's inventory procedures; review and test inventory valuation and pricing.

Provide technical assistance and training to District managers and supervisors in developing guidelines in the areas of operational financial processing and internal controls

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF:


• Complete understanding of accounting principles, auditing standards, and the reporting of financial operations.

• Professional and technical accounting, statistical and auditing work.

• Accounting terminology.

• Financial report, statement and summary preparation.

• Applicable sections of federal and state statutes and California Education Codes.

• Audit procedures for California Community Colleges; California Community Colleges' State Chancellor's Office Budget and Accounting Manual.

• Automated accounting systems.

• Fund accounting.

ABILITY TO:

• Plan, develop, organize, direct, implement and supervise work.

• Work independently with little direction.

• Perform professional and technical accounting, statistical and auditing work.

• Analyze and interpret financial reports and accounting work.

• Communicate effectively both orally and in writing.

• Establish and maintain effective working relationships with others.

• Meet schedules and time lines.

• Computer applications, including spreadsheets

EDUCATION AND EXPERIENCE:

Any combination of training and experience equivalent to a bachelor's degree with a major in accounting, business administration, or a related business field and at least three years of experience in the field of accounting.
Prefer: CPA or Certified Internal Auditor License
