About the Department for Civil Rights
The focus of the PPS Department for Civil Rights is to promote a district that is free from abuse, discrimination, harassment, bullying, and retaliation. A key component of this work is the aligned coordination and monitoring of the District’s compliance with state and federal laws, regulations, and guidelines that prohibit discrimination on the basis of sex, race, creed, religion, color, national origin, veteran or military status, sexual orientation, gender expression or identity, and disability.
The department engages collaboratively to remove barriers to academic programs and activities to provide an equitable, inclusive, and safe learning and work environment. By working together to safeguard civil rights, we positively impact school communities.

About the Role
Portland Public Schools (PPS) is actively seeking a Director of Civil Rights. Under administrative direction, direct staff and services for the Department of Civil Rights involving the resolution of informal and formal complaints of discrimination, discriminatory harassment, and retaliation; collaborate with district leadership, parents, caregivers, community agencies, school and district staff and stakeholders to oversee, identify, track, and monitor program effectiveness and civil rights compliance. This position serves as the District’s designated Compliance Officer for Civil Rights and harassment, intimidation, and bullying (HIB), and as the designated supervisor for the Title IX compliance officer.
With the District’s focus on eliminating systemic racism and its adverse impact on student learning, we seek to hire individuals who bring to our district a deep commitment to racial equity and social justice.

Minimum Qualifications:
- A Bachelor’s degree in Business Administration, Criminal Justice, Legal Studies, or related field is required. A Master’s degree is preferred.
- Experience: Five (5) years of experience conducting and managing investigations, including two (2) years supervisory experience of staff who conduct investigations. Eight (8) or more years’ experience is preferred.
- A J.D. or LL.M will substitute for two (2) of the required years of experience. Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.
