Director of Financial Aid and Scholarships

Salary Range: $108,978 - $130,124 per year

Under the direction of the Dean of Student Services, the Director of Financial Aid & Scholarships organizes, administers, manages, and directs the overall operation of the Financial Aid and Scholarships office at a large community college campus.

 

This includes but is not limited to the following: to provide fiscal and supervisory oversight to Financial Aid processing and Scholarships; to train, supervise, and evaluate the performance of assigned personnel. Perform a variety of highly responsible duties associated with the processing and awarding of financial aid programs; maintain and make budgeting decisions to ensure compliance with all federal, state, and institutional regulations.

 

SUPERVISION RECEIVED AND EXERCISED  

• Receives limited direction from executive level management. Incumbents work within a framework of established goals and objectives

• Incumbents in this classification assign, coordinate, supervise and evaluate the work of others.

 

Responsibilities and Duties

Duties and responsibilities may include, but are not limited to, the following:

• Plans, organizes, and oversees daily operation of Financial Aid (including: Federal Work Study (FWS), Financial Aid Outreach, Student Loans, Default Prevention, Bureau of Indian Affairs, Foster Youth awards, AmeriCorps, Scholarships); ensures that the Financial Aid office operates in compliance with district policies and procedures as well as regulatory requirements.

• Provides leadership by collaboratively working with the college leadership to establish and implement goals. 

• Participates in the selection, training, and evaluation of the Financial Aid, Scholarships office staff. 

• Consults and collaborates with enrollment services professionals, deans and chairs in the development of departmental goals related to recruitment, strategies, enrollment goals, and data gathering to assist with marketing. 

• Collects and analyzes data, prepare and present various reports to key stakeholders. 

• Directs and reviews student appeals for professional judgment and academic progress standards. 

• Prepares and direct the preparation of Financial Aid, Scholarships budgets, fiscal reports, financial statements, related reports, studies, and surveys; review and approve financial aid awards prepared by staff; prepare management reports as required. 

• Oversees and coordinates the Financial Aid Office response to program review and audits. 

• Ensures compliance with regulatory and student financial aid agencies, including the U.S. Department of Education, California Student Aid Commission and any other state related agency. 

• Interprets, implements, and communicates complex laws, rules and regulations, relevant to financial aid, scholarships, District policies and procedures, and collective bargaining procedures.  

• Develops, implements, and maintains comprehensive office policies and procedures manuals related to financial aid practices in accordance with federal regulations and departmental/college policy. 

• Prepares and submits required annual financial reports and audits to the U.S Department of Education, California Student Aid Commission and California Community Colleges Chancellor's office.  

• Collaborates with Fiscal Services on a daily basis regarding financial aid and scholarships funding sources; as well as disbursement processes.  

• Maintains working relationships with the Foundation, to ensure donations continue to support the scholarship program. Responsible for all aspects of the annual Scholarship Award Ceremony. 

• Manages and oversees financial aid computer information user end processes used in student needs analysis, awards, and records. Identifies computer information systems problems and resolves with Information Technology personnel. 

• Serves as the primary subject matter expert for the District regarding financial aid and various related student services.  

• Serves as final appeal hearing officer for student grievances regarding financial aid services. 

• Performs other related duties as assigned.

 

Qualifications

Knowledge of:

• Computer systems and software applications related to Financial Aid award process, policies, and practices and complex data collection

• Department of Justice, Social Security Administration, Divisions of Fraud, Citizenship, Residency requirements, and Visas

• Principles and practices of budget preparation and administration

• Pertinent Federal, State and local laws as well as numerous sections from the Ed. Code. Title IV, Title V regulations and FERPA

• Modern office practices, procedures, and equipment

• Principles of supervision, training and practices of office management

• Accounting, budgeting, and fiscal reporting

• Financial problems of economically disadvantaged students

• Federal, State, and local regulations concerning financial aid, and scholarship benefits

• Community College operations and regulations

• Current on ongoing changing topics in the financial aid industry

• Principles of conflict resolution

• Effective time management skills

 

Ability to:

• Effectively manage a large regulatory department with diplomacy

• Plan, coordinate, and supervise a full spectrum of activities to provide orientation and assistance in the application of grants, loans, college work-study employment and scholarships

• Communicate effectively both orally and in writing

• Train, supervise, and evaluate personnel

• Compile and analyze data accurately and implement an effective course of action

Work effectively under stressful conditions

• Be skilled in oral communication, including persuasive speaking and public speaking

• Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds, and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.

 

Education and Experience Requirements:

Education: 

• Bachelor’s degree in business or public administration, finance, or a related field from an accredited college or university 

 

Experience: 

• Minimum of five years of progressive responsibility in a financial aid office; And a minimum of one year of formal training, internship, or leadership experience related to the administrative assignment.

 

Desirable qualifications:

• Two years of supervisory experience in a higher education setting

• Community college work experience

• Bilingual (Spanish/English)
