ASSISTANT SUPERINTENDENT, FACILITIES AND GOVERNMENTAL RELATIONS
(Senior Management, Classified Service)
BASIC FUNCTION:
Under direction, direct and implement the planning and construction functions of District facilities including property acquisition, facility planning, facility construction, and modernization of existing facilities; maintain relationships with federal, State and local agencies, contractors, community groups and residents, District administrators and consultants; direct budget planning and administration of facilities support services.
REPRESENTATIVE DUTIES:
1. Direct the District facility planning efforts for the construction of new schools and auxiliary structures; travel to various locations to identify future school sites; supervise planning and implementation of temporary housing.
2. Direct the activities of construction and modernization projects; maintain contact with contractors and architects to evaluate progress on projects; prepare reports on projects.
3. Coordinate facility planning and construction functions to assure efficiency of operations and adherence to established time lines.
4. Serve as the District's authorized agent for property acquisition, the State School Building Program and California Environmental Quality Act.
5. Represent the District in relationship with local, State and federal agencies in the process of developing and implementing facility planning and construction; work closely with city, community and consultants to assure projects are cooperatively implemented.
6. Supervise and evaluate the performance of assigned staff; interview and recommend hiring, transfers, reassignment, termination and disciplinary actions.
7. Advise District administrators concerning the requirements of facility planning and construction.
8. Monitor and assess facilities operations through review of supervisors’ reports, site inspection reports, and work performance reports.
9. Maintain current knowledge of legislation affecting school construction funding, codes and safety requirements.
10. Make recommendations for proactive District action to alter existing law or to introduce new legislation to benefit the District and its programs.

KNOWLEDGE OF:
Principles and practices of organizing and coordinating a comprehensive planning, construction and governmental relations programs.
School district organization, operations, policies and objectives.
Building construction methods and materials. Laws relating to school planning, construction and maintenance. Educational space planning and design. Principles and practices of administration, supervision and training.
Record-keeping techniques. Interpersonal skills using tact, patience courtesy, and manifesting a high degree of honesty and integrity. Oral and written communication skills. District organization, operations, policies and objectives. State legislative processes and procedures. Functioning of city, county and state government.
ABILITY TO:
Direct and implement the planning and construction functions of District facilities. Analyze existing and proposed legislation. Supervise and evaluate the performance of assigned personnel. Prepare a departmental program and supporting budget. Read and interpret plans and specifications.
Prepare reports and perform research. Work cooperatively with officials outside the District. Interpret State and local laws, codes and District regulations. Communicate effectively both orally and in writing.
Establish and maintain cooperative and effective working relationships with others. Perform the essential functions of the job.
EDUCATION AND EXPERIENCE:
Bachelor's degree in business or public administration or related field and seven years of responsible experience in the planning, construction or contract administration of institutional facilities including five years in a supervisory capacity.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:
Valid California driver's license.
WORKING CONDITIONS:
Typical office environment.
Driving a vehicle to conduct work.
