JOB TITLE: YOUTH ADVISOR OVERALL RESPONSIBILITIES It is the overall responsibility of the Youth Advisor to directly oversee all the aspects of the clients’ participation. SPECIFIC DUTIES • Facilitate and monitor the participation of advisees as they perform prescribed educational, training, and employment activities. • Recruit economically eligible applicants, including high school dropouts, single parents, handicapped youth, and ex-offenders. • Interview applicants and provide program and application information. • Interpret child/family eligibility and programmatic issues; ensure participants meet the requirements of federal and state contracts and guidelines. • Complete client enrollment documentation. • Provide orientation to new enrollees, which include the provisions of applicable child labor laws and Workforce Investment Act (WIA) program requirements. • Assist in the development, monitoring, and updating of ISS Individual Service Strategy for each program participant. • Assist in the proper placement and scheduling pf participants in educational, training, and employment programs given the assessment data obtained and the subsequent recommendations of program personnel (e.g. certificated counselor, vocational specialist, work experience specialist, vocational and basic education instructors and /or assistant coordinator). • Systematically visit school sites, training sites, and vocational classes for the purpose of monitoring participant’s achievement in relation to their individualized service strategies. • Meet with advisees on a regular basis for the purpose of recognizing achievements, correcting deviations, and ensuring that participants are having a positive and constructive experience in their assigned activities. • Consult with instructor and job site supervisors on a regular basis regarding each participant’s progress. Assist in the implementation of prescriptive action in instance where sufficient progress has not been shown (e.g. tutoring, counseling, job search assistance, etc.). • Complete and/or maintain all records in a systematic and accurate manner (e.g. asseement records, conference memorandum, individualized plans of educational-training- employment, counseling reports, attendance reports, progress reports, visitation reports, ect.) • Assist in the program evaluation process; assist with monitoring program enrollment reports and notify appropriate administrators of discrepancies. • Attend meetings and in-service training sessions as assigned; maintain current knowledge of current trends and practices of assigned program. • Establishes positive rapport with students/ clients and their families. • Perform other related duties as assigned. QUALIFICATIONS KNOWLEDGE OF Current trends and practices of workforce development; policies, objectives and guidelines of assigned federal and state grant programs and WIA regulations; child labor laws; government subdivisions and the functional purposes of educational organizations within CUSD; vocational Education and Regional Occupational Programs within Stanislaus County; interpersonal skills including tact, patience and courtesy; oral and written communication skills; public speaking techniques; current available community resources to assist clients needs. ABILITY TO Work effectively with low-income and minority families and with agencies; organize student/ parents meetings; interpret and understand written materials, utilized in the WIA; compile and maintain accurate records; operate a variety of office equipment including a computer; work independently with little direction; effectively communicate and maintain cooperative relationships with those contacted in the course of work; meet schedules and time lines; plan and organize work; prepare and make oral presentations. EXPERIENCE Two years of related experience working with youth programs. EDUCATION High School Diploma and some college-level course work desired in Social Service Field. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential function of this job.
