ABOUT THE POSITION

Under the direction of the Dean, Student Affairs, the Director, Basic Needs and CASA Grant performs a variety of responsible duties related to planning, coordinating, managing and providing direction for the delivery of comprehensive basic needs services for the District, works to create and sustain a campus community that is conducive to student success and develops an overall vision for basic needs including managing the Viking Vault (Food Pantry).

Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Plans, manages, evaluates, and directs all services related to addressing student insecurities of food, housing, and transportation.
• Maintains ongoing and establishes new community partnerships for comprehensive support of food, housing, and transportation resources.
• Manages, plans, coordinates, and executes activities and direct services stated in CASA Grant.
• Oversees the LBCC Safe Parking Program and supports students to meet vehicle compliance and connects with housing partners for support toward attaining housing stability.
• Assists with grant proposal writing to secure food and housing resources.
• Establishes and monitors district budgets related to food and housing services, including the CASA Grant budget.
• Oversees planning and implementation of short-term, ongoing, and large multi-year grants and be responsible for reporting progress and outcomes to state and local agencies.
• Interviews, hires, onboards, schedules and supervises basic needs staff, student assistants, graduate and undergraduate interns.
• Develops case management infrastructure, referral process, and ongoing training to basic needs team to provide holistic care and wrap-around services including academic, occupational, mental health, social, and emotional support.
• Leads weekly staff meetings, professional development, programming, and structure Basic Needs services with trauma-informed and equity-minded approaches.
• Leads collaborative meetings across departments to address the basic needs and mental health specifically of Hispanic and low-income students.
• Implements innovative approaches for Basic Needs Program service delivery that is culturally relevant and destigmatizes the use of Basic Needs services.
• Responsible for keeping LAC and PCC Viking Vaults stocked by coordinating donations and submitting weekly food orders to vendors.
• Attends and facilitates ongoing monthly meetings with on-campus and community partners to enhance efficiency and effectiveness of Basic Needs service delivery.
• Develops contracts and MOU's with community partners to provide direct services to LBCC students.
• Collaborates with cross-campus partners to plan Basic Needs events and services including Student Life, Student Equity, Facilities, Risk Management, Business Services, Student Health Services, and various Student Service programs.
• Performs related duties as assigned.

GENERAL PURPOSE

Plans, manages, and evaluates the operations and activities of the District's categorical programs. Oversees the planning and implementation of short-term, ongoing, and large multi-year grants and reports progress and outcomes to state and local agencies. Collaborates with cross-campus partners to plan Basic Needs events and services including but not limited to, Student Life, Student Equity, Facilities, Risk Management, Business Services, Student Health Services, and various Student Service programs; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Director, Basic Needs Programs and CASA Grant plans, manages, and implements District-wide categorical programs and services. The incumbent provides management and coordination of categorical programs. The incumbent must be aware of student issues and sensitivities within the framework of established policies, procedures, and guidelines and must carry out responsibilities independently and in a professional and sensitive manner at all times.

Qualifications

MINIMUM QUALIFICATIONS:

(a) Possession of a master's degree; AND
(b) One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment, AND
(c) Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

KNOWLEDGE OF:

• Regulations, policies, codes, and guidelines governing.
• Principles and practices of administration, supervision and training.

• District's policies and procedures for student services, not limited to, orientation/assessment, admissions/enrollment, graduation/certificate requirements, and counseling/advising support services.

• Case management strategies and procedures.
• Basic terminology, concepts and procedures related to the functioning of student programs on a community college campus.

• Complex needs and challenges associated with the diversity of community college students.

• Communicate effectively both orally and in writing to individuals and groups in formal and informal settings.
• Maintain accurate records and compile and evaluate data to prepare clear and concise reports.

• Monitor budgets, conduct variance analysis, and prepare cost/benefit studies.
• Maintain productive and collaborative relationships with key stakeholders to evaluate program outcomes.

Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
