LIAISON/OUTREACH SPECIALIST
DEFINITION
Under general supervision, this position is responsible for coordinating, promoting and conducting parent engagement/empowerment activities within the District to enhance parenting and connection to school activities. Performs other duties as assigned including responsible and complex secretarial duties related to the program. Individuals in this classification must have the ability and knowledge to speak, read and write fluently in English and in another language determined by needs of the families and students. Generally this second language is Spanish.
ESSENTIAL JOB FUNCTIONS
• Serves as liaison between the District, parents and community organizations to assist families in obtaining access to programs and resources.
• Coordinates District parent education and engagement programs.
• Assists with the establishment of contracts with outside agencies and coordinates services.
• Visits school sites to promote and validate parent engagement.
• Explains rules, regulations and policies.
• Prepares and types correspondence, memos, reports and bulletins.
• Maintains accurate and complete records.
• Provides support for and conducts various parent trainings/orientation programs providing information regarding District parent education programs, community services and encourages educational support and community engagement with parents.
• Communicates to parents/guardians of diverse cultures with awareness and sensitivity.
• Assists in the organization of community events, sponsorship requests and grant related documentation.
• Drives between the District Office, school sites and community agencies.
OTHER JOB FUNCTIONS
• Acts as secretary, receptionist, and office assistant.
• Arranges and schedules conferences, meetings and appointments.
• Assists with the training and supervision of other employees.
• Performs other related duties as may be assigned.
LICENSE REQUIREMENT
Possession of a valid, appropriate, California Driver’s License.
DESIRABLE QUALIFICATIONS
Knowledge of:
• Community resources related to children, parental needs and community networking.
• Adult and family basic education principles and methods.
• Family systems and socialization of children.
• Grammar and vocabulary to effectively deal with diverse language and cultural populations.
• State and Federal legislation related to socioeconomically disadvantaged groups (including the McKinney-Vento Homeless Assistance Act).
• Modern office methods and practices.
• Principles of general public relations.
• Basic computer operation.
Ability to:
- Establish and maintain effective and cooperative working relationships.
- Understand and communicate effectively with children and adults of diverse ethnic and cultural backgrounds.
- Address the needs of targeted populations.
- Read, interpret, apply and explain laws, District policies, rules and regulations.

- Prepare clear and comprehensive reports and maintain accurate records.

- Read and comprehend handwritten or typed documents, and the display screen of office machines.

- Efficiently and effectively operate office machines, including a computer with keyboard and monitor, for sustained periods of time.

- Lift, move, push or pull a cart with light to medium-weight objects such as office/classroom or presentation materials and equipment.
- Stand and/or sit for sustained periods of time.
- Maintain regular, steady attendance.
EDUCATION AND EXPERIENCE
Graduation from high school supplemented by college level coursework is desirable. Four years of responsible secretarial work including at least two years working with parents and community agencies in a public school district is preferred.
