The School Fiscal Services Division (SFSD) of the California Department of Education (CDE) is the right team for you. Under the direction of the Education Fiscal Services Administrator, the Education Fiscal Services Consultant (EFSC) assumes a leadership role for the more complex programs funded through the Principal Apportionment Office, including the Local Control Funding Formula (LCFF), which provides funding to K-12 local education agencies (LEA), including school districts, charter schools, and county offices of education. This position is expected to work both independently and as part of a team to efficiently meet statutory and organizational deadlines.
• Serve as subject matter expert in LCFF and/or other assignment areas within the Principal Apportionment Office and be able to explain complex formulas and policy to a variety of audiences.
• Engage in the legislative process by analyzing current statute and proposed education finance legislation to identify potential impact to other program areas, the CDE, and the State.
• Develop funding proposals, draft related legislation, write issue papers, memos, and update frequently asked questions.
• Provide technical assistance to LEA administrators, state agencies, legislative staff, and other CDE staff on issues pertaining to the calculation and apportionment of LCFF and other Principal Apportionment funds.
• Take a leadership role in identifying technical issues and problems related to LCFF and other programs within assignment area.
• Collaborate with, and mentor, responsible staff to ensure data collection forms are consistent with current law, and data reporting instructions.
• Ensure accurate and appropriate allocation of state funds through data analysis and validation procedures.
• Research laws and regulations to ensure that administrative practices are consistent with legislative policy and direction with regard to the apportionment of state funds.

Working Conditions
Remote-Centered: This position is eligible for remote-centered hybrid; up to three days per week telework and up to two days per week in the office.

Ability to: interpret data, solve administrative and fiscal problems, speak and write effectively; establish and maintain cooperative relations with local, state, and federal officials and agencies; provide leadership and direction to local educational agencies; and work collegially and effectively with unit staff as well as top administrative personnel in the Department and other agencies, exercising tact, resourcefulness, and good judgment.
