SUMMARY DESCRIPTION
Under general supervision from the appropriate level manager or administrator, the Senior Systems and Quality Assurance Analyst plays a key role in ensuring that Information Technology (IT) products and services are delivered in a manner that meets expectations and achieves the highest level of user satisfaction and value possible. The Senior Systems and Quality Assurance Analyst provides detailed expertise for complex technology solutions. The Senior Systems and Quality Assurance Analyst is expected to take a leadership role in the district’s quality assurance program which includes analyzing and troubleshooting complex issues related to data and systems configuration and integration. The incumbent is required to keep up-to-date on new technologies and industry trends and incorporate these when appropriate and provide updates to others, as necessary.
DISTINGUISHING CHARACTERISTICS
Performs complex analysis work related to system architecture and technical software applications.
Acts in a lead capacity in the management of quality assurance standards for district-wide system applications and processes, including analyzing data quality and identifying strategies and/or solutions for improving internal processes and configurations.
REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
• Performs analysis on technical software applications used by the District.
• Assists in the development and enforcement of enterprise information architecture.
• Participates in the creation of department software development standards which includes lifecycle management tools, development tools, design patterns, programming standards, and testing standards and tools.
• Oversees, plans, and administers quality control programs to ensure the accuracy and timeliness of data.
• Leads in the design and execution of quality assurance strategies and methods to deliver experiences that meet and exceed end user's expectations.
• Performs software quality assurance, using appropriate testing tools and test cases to ensure that programming work is bug free, adheres to standards, and meets user requirements.
• Implements best practices for scalability, supportability, ease of maintenance, and system performance.
• Evaluates trends and resolves problems regarding the methods of quality control operations or procedures.
• Analyzes, interprets, and reports data to management and participates in corrective action planning.
• Works with staff to identify and modify quality control procedures to meet the changing information needs of the program and staff.
• Provides technical guidance and assistance during the review process.
• Adheres to project milestones and timelines and provides information to appropriate staff when participating in projects.
• Learns and applies emerging technologies and advances as necessary to perform duties in an efficient, organized, and timely manner.
• Performs related duties as assigned.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:

Ability to:
• Perform complex systems analysis.
• Research and recommend software development lifecycle tools.
• Create and execute testing procedures to ensure that software and/or configurations meet quality assurance standards.
• Create and modify complex SQL statements and safely execute applicable stored logic.
• Perform quantitative and qualitative data analysis to gauge effectiveness and efficiency of processes, user satisfaction and product/service quality.
• Monitor and identify defects within production processes and track progress when applicable.
• Examine system modifications to prepare for implementation and/or deployment, and that quality assurance standards have been achieved.
• Troubleshoot, triage, and provide detailed information for expediting issue resolution.
• Examine new and existing features on pre-release configurations and/or software to find problems before they impact end users.
• Work with functional and technical teams to develop test plans based on user requirements.
• Draft and execute quality assurance policies and procedures.
• Pay accurate attention to detail with excellent analytical and problem-solving skills with proven end-to-end software application testing and analysis.
• Analyze data quality and functional processes for compliance and program policies.
• Examine current procedures and prepare data sets to test logic, error handling, and system/configuration workflows.
• Evaluate trends and patterns to resolve problems and/or interruptions in services and help identify solutions for quality improvements.
• Learn and understand the organization and operation of the assigned department as necessary to assume assigned responsibilities; understand, explain, and apply administrative and office policies and procedures as well as pertinent laws,
regulations, and ordinances; work within the policies, functions, and requirements of the area of assignment.
• Communicate clearly and concisely, both orally and in writing in English; use correct English grammar, spelling, punctuation, and vocabulary; understand and follow oral and written directions in English; listen actively and effectively.

EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in business administration, computer science, management information systems, application programming or closely related field. A Master’s degree in business administration, computer science, management information systems, application programming or a closely related field is preferred.
Experience:
Five years of experience in performing complex systems analysis and quality assurance, preferably within higher education.
