DUTIES:
California serves more than 6.2 million students in PreKindergarten through grade 12 through more than 2,000 districts and charter schools across the state. Of California’s 6.2 million students, nearly 12% (795,000) are students who receive special education supports and related services.
The Director of the Special Education Division (SED) serves at will as an appointee of the State Superintendent of Public Instruction (SSPI), under the direction of the Chief Deputy Superintendent and the Deputy Superintendent of the Opportunities for All Branch (OFAB). All division Directors, including the SED Director are responsible for developing statewide policies, goals and objectives for programs administered by the California Department of Education (CDE).
The SED Director, in partnership with other CDE Division Directors, is an integral part of the CDE leadership team. The SED Director will work with the OFAB Deputy Superintendent, fellow Division Directors, and other CDE colleagues to: ensure that common educational programs and goals of the OFAB and the CDE are identified and executed in a compatible manner; provide identified need for legislation and impact of proposed legislation affecting the operation and content of the CDE special education program; appear before legislative committees on behalf of the SSPI and the CDE; serve as a key liaison for the SSPI and the CDE on various boards and commissions including the State Board of Education and other educational sectors; represent the SSPI at meetings with the federal government, local educational agencies, private and non-profit agencies, other state agencies, and the public, and; work with CDE program supervisors, administrators, and representatives of other agencies on program administration, policies, and budgets.
The SED Director is responsible for ensuring that children with disabilities from birth through age twenty-two receive a free appropriate public education (FAPE) in the least restrictive environment (LRE) as mandated in the Individuals with Disabilities Education Act (IDEA). The SED Director administers programs and funding, oversees and ensures state monitoring for compliance with state and federal laws and regulations, and provides leadership to California’s local educational agencies (LEAs), which provide special education programs and services to children with disabilities. The Director serves as California’s State Director of Special Education in national work on behalf of the State of California.

DESIRABLE QUALIFICATIONS:
1. Experience at the administrative level providing leadership including developing, implementing, and applying federal and state special education laws, rules, regulations, and policies.
2. Knowledge of special education techniques and practices at the school site level.
3. Experience administering federal and state funds for educational programs including Statewide budgetary processes, managing and responding to fiscal audits and ensuring compliance at the state and local level.
4. Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of an educational program. Experience with organizational management.
5. Experience at the managerial level in developing and implementing broad-range educational programs.
