PERSONNEL COMMISSIONER
STIPEND: $50.00 Per Meeting

BASIC FUNCTION:
This appointment will be to fill the Joint Appointee seat of the Personnel Commission. The official appointment will be determined by the Personnel Commission, Grossmont-Cuyamaca Community College District (GCCCD).
The GCCCD Personnel Commission is composed of three (3) Commissioners who serve for a period of three (3) years, with one appointment due each year. Regular Commission meetings are held on the first Wednesday of each month. Special meetings will be arranged by the Commission as needed. All meetings are open to the public, administrative officials, representatives of employee organizations and employees.
ESSENTIAL FUNCTIONS:
The primary function of the Personnel Commission is to develop and maintain a thorough-ongoing merit system for the classified employees (non-certificated, non-academic) of the community college district and to foster the advancement of a career service for such employees. Authority for this function is provided by the
Education Code of the State of California contained in Section 88060 to 88139, inclusive.
The following responsibilities are specific functions of the Personnel Commission.
1) Establish and maintain a classification plan by reviewing and approving allocation of all positions within the Classified Service to classes within this plan.
2) Review and approve allocation of each class in the Classified Service to the proper schedule.
3) Review and approve community salary surveys to make recommendations for salary rates which are based upon the principle of "equal pay for equal work."
4) Review and approve class descriptions, including qualifications, education, and experience requirements.
5) Formulate and prescribe such rules and regulations as are necessary to insure the efficiency of the service and the selection and retention of employees on the basis of merit and fitness, which would include rules related to applications, examinations, eligibility, appointments, promotions, demotions, dismissals, resignations, layoffs, reemployment, compensation within classification, job analysis and specifications, public advertisement of examinations, rejection of unfit applicants without examination, etc.
6) Prescribe procedures used to establish employment eligibility lists which may be extended by order of the Commission.
7) Designate classes for which examinations will be open-competitive or promotional- competitive or a combination thereof.
8) Conduct hearings of appeals regarding such administrative actions as classified employee suspensions, demotions, dismissals; Conduct investigations into merit system matters as prescribed by the Education Code.
9) Certify that employees have been recruited by competitive procedures and assigned in accordance with classified compensation schedules (salary warrants may not be withdrawn from district funds without this certification).
REQUIREMENTS:
To be eligible for appointment to the Personnel Commission, a person must:
• Be a registered voter.• Be a resident within the boundaries of the territorial jurisdiction of Grossmont-Cuyamaca Community College District.• Be a known adherent to the principle of the Merit System; and• Not be a member of any community college district governing board or county board ofeducation.
SELECTION PROCESS:
Candidates who submit a complete application packet and possess the official requirements will be invited to an in-person interview with the Grossmont-Cuyamaca Community College District Personnel Commission at its regular or a special meeting. This meeting is tentatively scheduled for Wednesday, September 27, 2023. The Commissioner appointed by the District and the Commissioner appointed by the classified employees shall jointly appoint this Personnel Commissioner.
