DescriptionHAT YOU'LL DOUnder the direction of the Vice Chancellor of Institutional Effectiveness and the Vice Chancellor of Human Resources, the Title IX Administrator provides leadership and centralized support to ensure District compliance with all legal and regulatory requirements under Title IX of the Educational Amendments Act of 1972, including reports and respond to complaints relating to Title IX issue resolution and implementation of remedial measures; responsible for creating, directing, and implementing appropriate policies and procedures, and training programs for students, faculty, and staff related to Title IX compliance.
This temporary, interim assignment is open to current VCCCD employees and will be located at the District Administration Center and will start as soon as possible. This assignment is expected to run through December 31, 2023. If needed, it may be extended, but not beyond June 30, 2024. WHERE YOU'LL WORKThe District Administrative Center, centrally located in Camarillo, oversees administrative functions and provides leadership and services to the District's three colleges.

Representative DutiesProvide leadership and oversight of the District's efforts to comply with legal and regulatory obligations in support of the District's mission, vision and policies as they relate to Title IX; serve as the District's Title IX Coordinator and Compliance Officer; develop, recommend, and ensure Title IX compliance and training programs and strategies which meet federal and State mandates. E
Develop, implement, direct and evaluate student programs and services related to the assignment. E
Monitor and coordinate regulatory compliance with local, state and federal laws and regulations, including but not limited to: Title IX, SB 493, the Clery Act, and VAWA. E
Develop appropriate policies, procedures, and response protocols for compliance under Title IX, SB 493, VAWA and the Clery Act; provide recommendations for revising Board policies, and administrative regulations, and procedures within areas of responsibility. E
Assist in the development and implementation of the program's operational plan and budget based on program needs, priorities, and enrollment targets. E
In collaboration with the Vice Chancellor of Human Resources and the Vice Chancellor of Institutional Effectiveness, objectively and effectively oversee and coordinate investigations of allegations and complaints of alleged unlawful discrimination, sexual harassment, and other violations of rights relative to assigned program areas, prepare reports, and make findings and recommendations related to law and legal precedence; ensure investigations are timely, impartial and thorough. Make recommendations and coordinate appropriate interim and remedial measures; develop a resolution for complex harassment and discrimination cases; provide advice to individuals, including the Reporting Party, Accused Party, or a third party, about reporting options, processes, rights and resources available at the District and in the community. E
Implement, maintain, and oversee case management database to organize, manage and track incidents; prepare statistical reports; analyze data and trends to identify patterns and make recommendations accordingly and address any patterns or systemic problems revealed by such reports and complaints. E
Lead and coordinate all Title IX training efforts for administrators, students, employees and employment applicants; develop curricula and other training materials and implement mandated training; deliver training sessions or identify appropriate vendor-delivered training programs; schedule/deploy training to be completed; work with administrators and managers to ensure timely completion of mandated training by all applicable employees. EProvide information, advice, interpretation and training to District administrators, employees, students and employment applicants on federal and State laws and District policy and procedures related to unlawful discrimination; publish and disseminate to students, faculty and staff the available resources and Title IX rights and responsibilities. E
Advise and collaborate with campus community partners, as appropriate, on the status of initiatives, case management trends, challenges and concerns pertaining to discrimination, harassment and Title IX compliance; ensure notices announcing the availability of related safety reports and information are properly developed and available to current and prospective students and employees; produce regulatory reports and present outcomes to institutional leadership. Collaborate with members of the District community to conduct training, prevention and education efforts and periodic review of climate and culture; ensure compliance, in conjunction with the college police department and other District personnel, with requirements under the Clery Act and VAWA. E
Keep abreast of current state and federal laws, regulations and trends in the field of higher education related to sexual harassment, sexual violence and other discriminatory practices, including but not limited to: Title IX, SB 493, the Clery Act and VAWA. E
Serve on management councils and other college and district committees. E
Serve as a 24/7 District emergency contact for purposes of receiving discrimination and harassment claims. E
Perform other duties as assigned.

Minimum QualificationsPossession of a master's degree and one year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
