Founded in 1962, the College serves more than 16,000 students annually with room to expand on its 267-acre main Merced campus and 120 acre Los Banos campus site. The City of Merced, incorporated in 1889, offers historical sites, affordable housing, access to the Bay Area and Sacramento, and it is the Gateway to Yosemite National Park and the Sierra mountains as well as home to the University of California Merced campus. Under the direction of the Dean of Student Equity, the Extended Opportunity Programs & Services (EOPS) counselor will provide “over and above” academic, vocational, and personal counseling support to students who come from an educationally and/or economically disadvantaged background. The EOPS Counselor will assist students in setting educational goals, exploring alternatives, making decisions regarding their academic programs and understanding the effects of having made these decisions.

The Counselor will be part of a team of professionals who develop and implement comprehensive support services designed to improve student success at Merced College.
The Counselor will function as a liaison between students and District faculty members, county offices, secondary schools, and the community; and performs other related work, as required. This counseling position may require evening and some possible weekend hours.

General Description:This is a full-time, tenured track assignment in the Student Equity Division at Merced College and under the general direction of the Dean of Equity and Student Success. The EOPS Counselor will provide academic, vocational, and personal counseling to students who are identified as disproportionately impacted and EOPS eligible. The counselor will assist students in effective decisions in pursuit of their academic, career, and personal goals; keep abreast of changing degree, certificate, and transfer information in order to advise students about the most current requirements and train other counselors; lead group presentations including student-interest workshops and seminars, orientations, group advising, and other matriculation functions; participate in program review and development and assessment of service e area outcomes; participate in ongoing professional development activities in the field of counseling; engage in other activities (such as community outreach) as requested by the Dean. The standard counseling load may include evening hours and providing services within local prisons.
Examples of DutiesEssential Functions:
• Provide professional academic/vocational and personal counseling interventions to support student success.• Assisting students in major selection, developing student education plans, and facilitating career exploration and transfer program activities related to their educational goals and career pathways.• Assist students with major selection, career development planning, and goal identification.• Counsel students on certificate, vocational, associate degree, and transfer programs.• Meet the special counseling needs of underrepresented student populations.• Assist with the development and implementation of the Guided Pathways, Student Equity Achievement (SEA), and other student success initiatives.• Evaluate reports and other documentation for the purpose of determining program eligibility and appropriate support services.• Work collaboratively with instructional faculty, staff, and administrators in the development of student success initiatives and provisions of counseling services.• Provide intentional case-management services to assigned students and provide follow up services including Early Alert responses and resource referrals.• Maintain student records, file documentation in accordance with federal, state, and district policies.• Assist, as needed, student outreach, and recruitment activities.• Provide counseling services, as needed, during days, evenings, and weekends at on and off-site locations.• Effectively engage and support historically minoritized groups by addressing issues of equity and improving culturally responsive service-oriented practices• Participate in the college's learning outcomes assessment program, including course, program, and institutional assessments.• Provide regular reports to management and federal/state agencies are requested; participate on program reviews; assure program compliance with federal or state program guidelines.• Otherwise fulfill all of the duties and responsibilities as assigned by the Director or Dean.
Typical QualificationsRequired:
• Master's Degree in Counseling, Rehabilitation Counseling, Clinical Psychology, Counseling Psychology, Guidance Counseling, Educational Counseling, Social Work or Career Development, or the equivalent,
AND
• Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantagesOR• Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantagesAND• Two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages• Must employ teaching, learning, and professional practices that reflect DEIA and anti-racist principles, and in particular, respect for, and acknowledgement, of the diverse backgrounds of students and colleagues to improve equitable student outcomes and course completion.
Preferred:• Experience and skill incorporating elements of diversity, equity, and inclusion into all areas of responsibility• Recent experience working with African American, Asian/Pacific Islander, Latinx, Native American, and other racially minoritized students• Experience working with a diverse student population• Experience working with students of various cultural, gender, age, socioeconomic, and ethnic backgrounds, including disabled students• Experience working with non-traditional college students who face multiple barriers to college success such as poverty, parenthood, food and huger insecurities, and academic prejudice• Experience in developing comprehensive Student Educational Plans based on equitable practices supporting student success and achievement• Experience participating in outreach and recruitment activities and knowledge of California Community Colleges matriculation processes• Experience using computerized counseling databases, online student education plans, student information systems and internet resources for academic and career planning• Demonstrated ability to communicate clearly both orally and in writing with students and staff
Knowledge of:• Matriculation regulations, current Student Equity and Achievement Program requirements and processes• Student Equity and Achievement (SEA), Guided Pathways, and/or other student success initiatives• Current technology skills related to counseling and a willingness to pursue future technological developments• Familiarity and/or experience working with college programs that aid socio-economically disadvantaged and/or academically underprepared students• Knowledge of the community college and its mission and goals• Knowledge of current Title 5 Education Code relative to program guidelines and regulations pertaining to EOPS/CARE program implementation for compliance• Knowledge of and ability to connect students with campus and community resources to assist them in their college life management
Ability to:• Assess and assist the whole student, including cultural differences and/or disabling conditions• Communicate effectively• Provide accurate academic/vocational information• Implement innovative and flexible counseling methods to increase matriculation rates among non-traditional students• Function as a student advocate facilitating the resolution of college related problems• Work independently in small groups on educational projects• Promote and incorporate culturally affirming DEIA and anti-racist principles to nurture and create a respectful, inclusive, and equitable learning and work environment.
