Position DescriptionSituated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
Under direction, this position is responsible for the internal audit functions of the District, augmenting but not supplanting the auditing activities of the independent external auditor; serves as the District's technical expert on all audit matters and provides audit assistance to all levels of employees district wide, including senior management.
ResponsibilitiesDuties may include, but are not limited to:
• Develop and implement a comprehensive internal audit plan for the district that tests and evaluates compliance with federal, state and district policies and regulations, and determines the accuracy and reliability of accounting, financial, and software systems and other operating controls.• Establish policies and standards for auditing activity and develop and maintain audit procedure manuals.• Serve as a resource to improve the district wide management of financial and operational responsibilities. This would include conducting appropriate training sessions for staff.• Review and approve complex financial reports by interpreting and applying various laws and regulations; analyzing data, collaborating with others, drawing conclusions and or assessing feasibility of recommendations.• Conduct internal audits; perform special audits as directed by senior management or the Governing Board; conduct individual and unannounced audits to discover misappropriation of assets or funds to prevent and/or discover fraud.• Review audit findings with supervisors and staff of areas being audited; conduct follow-up reviews on the status of recommendations made by both internal and external auditors and determine whether corrective action has been taken to improve deficient conditions.• Prepare and present reports identifying issues of noncompliance, commenting on lack of or inadequacy of existing policy including recommendations for improvements in operations and controls.• Review and report on the effectiveness of management in meeting goals, safeguarding assets and ensuring compliance with established policies and procedures. Verify the existence of assets.• Prepare written reports for senior management and the Governing Board; interpret results to improve audit program and audit coverage; distribute a brief descriptive statement of work performed during each quarter• Develop and implement audit activities and procedures; implement and update accounting procedures and systems; recommend appropriate accounting treatment for year-end adjustments and closing activities.• Coordinate and directly assist with all audits conducted by outside agencies such as independent external audits, bond performance audits, IRS audits and FTB audits.• Assist the Associate Superintendent of Business Services and/or Executive Director, Business Services in developing responses to discrepancies or adverse audit findings reported by the independent external auditor, including suggestions for taking corrective actions.• Keep current on changes in state and federal laws, regulations or audit and compliance reviews related to community colleges (Internal Revenue Service, State Chancellor's Office and other agencies), and bring new developments to the attention of appropriate district staff.• Serve as a member of the management team.• May hire, supervise, train and evaluate internal audit staff.• Perform other related job duties as assigned.
QualificationsMINIMUM QUALIFICATIONS
• Possession of a Bachelor's degree from an accredited institution, with a major in accounting, finance, business or a related field.• Four years recent professional field audit experience with an internal auditing unit or with a commercial auditing firm in financial or operational auditing with direct experience in planning, organizing and independently performing audit tasks for financial audits, compliance audits, performance or operational audits and internal control reviews.• Or, any combination of education and experience that would provide the required equivalent qualifications.• Ability to:• Demonstrate extensive experience independently performing all phases of internal auditing, including experience in auditing compliance with federal and state laws and regulations.• Provide leadership in developing and implementing audit controls.• Independently plan and organize all auditing functions in a manner that produces effective and efficient results.• Exercise sound judgment in determining and carrying out proper audit procedures.• Demonstrate skill in preparing concise written reports.• Review and report on the effectiveness of management in meeting financial compliance goals, safeguarding assets and ensuring compliance with established policies and procedures. Verify the existence of assets.• Interact with all levels of the organization and to work effectively with an ethnically and culturally diverse District community.• Make effective presentations to administrators and the Governing Board.• Communicate effectively both orally and in writing and demonstrate strong communication skills.• Maintain confidentiality regarding audit issues and findings.• Maintain highest levels of objectivity, professionalism and integrity in all activities.• May supervise staff to effectively accomplish departmental goals.• Operate a vehicle observing legal and defensive driving practices, and possess a valid, appropriate, and unrestricted California Driver's License.
• Knowledge of:• Generally accepted accounting principles and auditing standards, including governmental auditing standards.• Methods and practices of financial and statistical record keeping.• State and federal laws, regulations and audit and compliance requirements as they relate to community colleges, including Internal Revenue Service, State Chancellor's Office and other agencies.• Federal grant compliance in accordance with OMB Uniform Guidance, i.e. costs principles.• General principles of training and supervision.• Computers and experience with accounting and audit software.

DESIRABLE QUALIFICATIONS• A master's degree from an accredited institution in accounting or business administration.• A certified public accountant's license in California or Certified Internal Auditor.• Audit experience in an educational institution with an automated accounting system.

CONDITIONS OF EMPLOYMENTThis is a full-time, 12-month position, Level III, Range 24 of the Management Personnel Plan. The monthly salary is $10,710. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).
