Job Summary
• Plan, organize and direct financial record keeping, reporting, budget development and control activities of the department; • Perform journey level professional accounting and financial analysis work; • Make accurate projections of income and expense based upon history and available data; • explain policies, procedures and objectives of the department to staff by written directive and by oral communications; • Establish and maintain fiscal internal controls, insuring that compliance is maintained with the Education Code and other laws and regulations; • Confer with county, state and federal officials on fiscal matters; • Read, interpret and implements procedures to comply with fiscal requirements of federal agencies, state, county and special programs; • Analyze data and come to logical conclusions; • Operate a computer terminal accurately and efficiently; • Operate a calculator by touch; • Plan, schedule, make work assignments; set priorities, train, evaluate, select and recommend discipline of subordinates; • Communicate effectively in written and oral forms; • Prepare clear and comprehensive oral and written reports; • Understand and carry out oral and written instruction; • Establish and maintain effective relationships with those contacted in the course of work.
Requirements / Qualifications
Under general direction, to plan, organize and direct the budget and financial accounting activities of the Business Services Division of the District; to assist in the analysis and solution of specific problems in the Business Services Division; and to perform related work as required. The incumbent performs professional level accounting, budget and financial reporting work. The incumbent exercises supervision over employees in the Fiscal Services Division of the Business Department, making assignments, setting priorities, training, inspecting and evaluating the work of subordinates.
TRAINING AND EXPERIENCE: Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. A typical qualifying entrance background is completion of formal or informal training in school or general accounting or a closely related field; and Supervisory level experience performing financial accounting, budgeting and reporting in a school district, governmental agency or a medium-sized firm. LICENSES REQUIRED: Possession of a valid appropriate California Driver’s License with proof of automobile insurance. SELECTION: The selection process may consist of an evaluation of training and experience, technical and personal fitness, oral interview(s), reference checks, and work site visitation.
