ABOUT THE POSITION
Under a joint reporting structure to the Dean of Student Equity and Dean of SEM, the Interim Director of Title V and First Year Experience Programs plans, develops, organizes, coordinates, reviews and evaluates the operations and activities related to the First Year Experience (FYE) and DESTINO programs. The First Year Experience includes Viking Advantage and the Long Beach College Promise. Developing Engaging Science through Innovative New Opportunities (DESTINO) aims to promote success in STEM and facilitate transfer to a 4-year university through the provision of various academic and student support services. The DESTINO Science Center is also an integral component of the DESTINO program. The Interim Director should provide opportunity for involvement by faculty and staff, as appropriate, in consideration and discussion of the development of policy, procedures, and programmatic activities. The interim Director should also engage appropriate college committees, and community partners (e.g. Long Beach Unified School District and California State University, Long Beach) to ensure that the compliment of programs included in this portfolio are meeting student needs and align with college goals, grant objectives, and initiatives.DISTINGUISHING CHARACTERISTICSThe Interim Director of Title V and FYE Programs is responsible for providing leadership, direction, coordination, general supervision, planning and overseeing the implementation of activities, procedures and evaluation related programmatic activities under this portfolio. The Interim Director will manage day-to-day activities, research best practices and regulations, train, budget, collaborate with faculty and staff, and supervise staff and faculty connected to these programs. In addition, the individual should function effectively as a member of an administrative team and should work well with and show evidence of sensitivity towards persons at all levels of the college. The interim director will also work closely with the Director of High School Outreach and Educational Partnerships to ensure a seamless transition for all prospective students interested in FYE and/or DESTINO. The interim director will work closely with STEM discipline faculty, external evaluators, and Title V officer to ensure effective integration of DESTINO services and maintain open lines of communication.

Duties

• Plan, organize, coordinate, and direct all day-to-day operations and activities related the First Year Experience Program and DESTINO. Evaluate program operations, activities, and staff to ensure efficient delivery of services to students; and assure program compliance with State and Federal regulations and District policies and procedures.• Annually lead the development of the DESTINO and First Year Experience service area program plans.• Work closely with the Director of High School Outreach and Educational Partnerships to recruit prospective students to LBCC for both FYE and DESTINO.• Build a strong partnership with special programs and learning communities such as UMOJA, Puente, DESTINO, Dreamers, and MSI to foster student success.• Build a strong relationship with STEM departments and maintain regular communication to inform DESTINO programming and student service provision.• Oversee the operationalization of a robust term-to-term case management model as an integral component of the FYE program including identification of key milestones to support student success from entry to completion.• Monitor student progress and accordingly create interventions to promote term-to-term persistence, improve retention, and increase completion of transfer-level Math and English for all first-year promise students.• Work closely with the office of Institutional Effectiveness to monitor student success metrics for DESTINO students such as access, course success, transfer, and completion metrics.• Collaborate with First Year Counseling Faculty and Department Heads to sustain the provision of comprehensive education planning for first-year promise students in their first year at LBCC.• Lead and build a strong partnership with California State University Long Beach Directors to ensure a successful transfer of Long Beach College students to CSULB.• Collaborate with the Director of the Long Beach College Promise to strengthen the partnership amount the Long Beach College Promise Institutions to streamline and improve the experience of Long Beach College Promise students.• Co-Coordinate program services, and transitional support events such as, and not limited to, Registration Express Days, Viking Summer Voyage (a summer bridge program), Welcome Day, and First Year Success Workshops.• Alongside the faculty Matriculation Coordinator lead, supervise, train and develop graduate- level Student Success Coach Interns to support all programmatic aspects of FYE and DESTINO.• Alongside DESTINO Lab Coordinator, recruit, train, and supervise academic support staff including tutors, embedded tutors, and other student workers affiliated with DESTINO. Working closely with discipline faculty, provide logistical support, coordination, and marketing for LBCC's Science Night(s).• Collaborates with other managers, faculty, staff, college committees and community partners to ensure programs are meeting student needs and are in alignment with college goals, strategic plan and other initiatives.• Attends, participates and presents on state-wide and nation-wide first-year and Title V (HSI) conferences.• Ensures both first-year programs and Title V (HSI) DESTINO programs have a strong social media presence by creating engaging posts, Instagram Live Series, Department Spotlights, etc.• Provide technical information and assistance to students, staff, faculty, administrators and others concerning FYE and DESTINO requirements, including the interpretation of policies and regulations and determine appropriate courses of action in complex circumstances.• Establishes and reinforces administrative processes, customer service standards and work assignments. Develop work processes that facilitate attainment of established program goals and objectives.• Promote awareness of the FYE and DESTINO through advertising and marketing plans and materials, including flyers, websites, newsletters, and other forms of communication. Update webpage content to ensure is accurate and up-to-date.• In conjunction with the Title V Program Monitor, develops, plans, manages, tracks and maintains program budgets, accurate fiscal records, grants financial reports in compliance with governing policies and regulations; develops, plans, and implements program activities and deliverables in alignment and within budgets.• Serve on college and District committees, task forces and other work groups.• Work with Information Technology (IITS), Institutional Effectiveness and other District personnel on a continual basis to assist in improving processes; measure effectiveness, and provide the most accurate data to reporting agencies (e.g. California Community College Chancellor's Office, Department of Education)• Learn and effectively utilize various software systems for operations, reporting, and daily use that include but are not limited to PeopleSoft, word processing, database management and spreadsheet software applications for compliance reporting.• Make independent judgments within established guidelines.• Communicate effectively both orally and in writing using interpersonal skills with tact, patience, and diplomacy.• Engage in research of successful college/university student support programs to identify and apply high impact practices to support student success.• Perform complex multi-tasking duties that include interpreting and implementing federal and state regulations and District policies and procedures.• Performs other related duties as assigned that support the objective of the position.
SUPERVISORY RELATIONSHIPS
This position bi-reports to the Deans of Student Equity and SEM and supervises and evaluates assigned staff.
PERSONNEL
Responsible for recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and performance evaluation of assigned staff; administering collective bargaining agreements, employment and promotion selection procedures; and compliance with District policies, rules and regulations regarding personnel.
Qualifications
Minimum Qualifications:
• Possession of a master's degree; AND• One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment. AND• Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRABLE QUALIFICATIONS:
• Advanced degree in STEM related field.• Three or more years of experience providing leadership in the areas of student programming and support services.• Effective oral and written communication and organizational skills.• Demonstrated knowledge of federal, state and institutional policies and procedures• Demonstrated ability to manage financial resources with a record of fiscal responsibility and accountability.• Evidence of experience in the areas of organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment.• Practical and operational understanding of program development related to college transition programs, summer bridge programs, and other student support services.• Demonstrated ability to problem solve and make timely, fair, and equitable decisions.• Demonstrated advocacy for students and student needs.• Bilingual or multi-lingual.
