Job Description
JOB PURPOSE:
To plan, organize, and direct the EOPS, CARE, CalWORKs, and other special programs in support of district goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Plan, develop, implement, supervise and evaluate the EOPS, CARE, and CalWORKs (Grossmont College) programs.
• Identify and monitor the needs of EOPS, CARE, and CalWORKs (Grossmont College) eligible students; determine programs and services to meet students' needs.
• Coordinate the establishment of program goals and objectives in accordance with state and district regulations.
• Communicate with a variety of community college personnel and others, coordinate program activities, provide guidance and direction and assist in other program-related issues.
• Supervise personnel including faculty, classified support staff and hourly employees.
• Assist in identifying and recruiting students eligible for EOPS, CARE, and CALWORKS (Grossmont College); assist in remediation of students as appropriate.
• Compile and analyze data related to program participation and evaluation; plan the development of program goals and objectives; assure compliance with local, state,
• federal and district guidelines.
• Prepare and administer budgets as assigned, monitor and approve expenditures as appropriate.
• Attend program-related activities, meetings and conferences; chair and represent programs and organizations as necessary.
• Prepare district, state and federally-mandated reports.
• Perform related duties as assigned.

• Writing, implementation and evaluation of grants.
• In-depth knowledge of the Education Code, Title 5 and other administrative regulations and the ability to apply these regulations.
• Technical aspects of field of specialty.
• Ability to successfully delegate, ensure adherence to College and District policies, practices and procedures, hold others responsible yet instill confidence among the faculty and staff.
• Ability to exercise academic leadership to advance the College's mission.
• Ability to participate in the College planning process while participating in the achievement of the goals and priorities of the District as a whole.
• Ability to work cooperatively and responsively with all segments of the College, District and community at large.
• Ability to participate in the process, development, and achievement of the college vision, and communicate that to faculty and staff.
• Ability to exercise academic leadership to advance the College's mission.
• Commitment to the community college concept, including the open door philosophy and a diverse curriculum for a heterogeneous student population.
• Commitment to a comprehensive, student-oriented environment that facilitates learning and student development.
• Dedication to keeping students informed while seeking their opinions and providing a range of student services.
• Dedication to the improvement of the educational process.
• Facilitate communication and understanding of perspectives among faculty, staff, students, and the community, within the framework of a multi-college district.
• Read, interpret, apply and explain complex laws, regulations, requirements, policies and procedures.
• Interpersonal skills using tact, patience, and courtesy.
• Sensitivity to all facets of the community including the needs of various groups that comprise it.
EDUCATION AND EXPERIENCE: Any combination equivalent to: a Master's degree, three years increasingly responsible experience in development and implementation of EOPS or similar programs for the disadvantaged population. Academic counseling experience desirable.
