THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Under the direction of an Executive Director, plans, organizes, controls, and directs grants, partnerships, operations, and priority special projects of the County Office of Education; assists with coordination and negotiation with contract clients; supervises and evaluates the performance of assigned personnel. REPRESENTATIVE DUTIES: The following duties are examples of assignments performed by incumbents in this classification. It is not a totally comprehensive list of duties, nor is it restrictive regarding job assignments. ESSENTIAL DUTIES: Plans, organizes, oversees and directs grant preparation, budget development, grant submission and grant management activities for large County Office projects and projects that include collaboration between the County Office and other agencies Secures and conducts research necessary to inform the evaluation and efficiency of instructional programs Works directly with Executives, Directors, Coordinators, and school site instructional personnel to inform and support instructional program needs Provides recommendations and selects appropriate grants upon commencing the collection and coordination with various instructional program staff to develop and demonstrate program needs SEE ATTACHED JOB DESCRIPTION FOR A COMPLETE LIST OF DUTIES.

MINIMUM QUALIFICATIONS: Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: Master’s degree or equivalent from an accredited college or university in education or related field applicable to the position and; EXPERIENCE: Minimum of three (3) years of experience as a site and/or district office administrator or in non-profit organizations. WORKING CONDITIONS/ENVIRONMENT: A person in this classification will work in an office environment, with controlled temperature conditions and no direct exposure to hazardous physical substances. An employee in this job class may interact with staff and members of the public under emotionally stressful conditions while interpreting and enforcing division rules and policies. LICENSES & OTHER REQUIREMENTS: Valid California Driver’s License PHYSICAL REQUIREMENTS: Hearing and speaking to make presentations and exchange information Dexterity of hands and fingers to manipulate a computer keyboard and other office equipment Seeing to read a variety of materials Sit and stand for extended periods of time Bending, stooping, kneeling and reaching to perform assigned duties Pushing and pulling to access documents and materials in file drawers and cabinets Reasonable accommodations will be made for individuals on a case by case basis EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A written proficiency examination conducted virtually via Zoom (Tentative Date: July 12, 2023).; and 2. An oral board examination conducted virtually via Zoom (Tentative Date: July 18, 2023).

BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,225.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Accrue 102 hours of sick leave 15 paid holidays 15 paid vacation days CALPERS Employer Contribution Work remotely one (1) day every two (2) weeks Flexible work schedule depending on position Commuter Benefit Tuition Reimbursement *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
