ATTENDANCE ACCOUNTING ANALYST

 

 

BASIC FUNCTION:

 

Under the direction of the Director of Finance or his/her designee, coordinate and verify school sites pupil attendance/enrollment records are reported accurately. Maintain District attendance records and prepare a variety of county and California State Department Education reports in accordance with the California Education Code. Train and provide support to school sites to ensure that District and State mandates are met.

 

DISTINGUISHING CHARACTERISTICS:

 

The Attendance Accounting Analyst is responsible for coordinating districtwide attendance reporting, consolidation of related data, and ensuring the integrity of student data District-wide. The Accountant II classification serves as the District Accountant and is responsible for developing, implementing and monitoring sound fiscal operations for the District.  The Accountant I classification performs professional accounting work with primary overall responsibility for fiscal aspects of a major program requiring separate financial statements and reports such as food services and other major District-wide funds.

 

REPRESENTATIVE DUTIES:

 

Perform professional accounting work in accordance with prescribed accounting system and general accepted accounting principles. 

 

Review, balance, and consolidate enrollment and attendance reports provided to the district office by school sites, alternative programs/independent study, extended school year, Non-Public Schools, Home Hospital, etc.; edit, audit, and revise attendance data after thorough reconciliation.

 

Prepare District attendance reporting calendar; establish site-reporting increments to assure accurate and timely attendance reporting activities.

 

Conduct site audits of attendance documentation and procedures on a regular basis; identify and compile errors for instruction site-based staff to correct on conducting self-reviews.

 

Review and verify instructional days and minutes calculations for each site; gather bell schedules and school schedules to corroborate daily and annual instructional time by grade.

 

Assist, prepare, and maintain a variety of internal reports, county reports, and state reports, such as Principal Apportionment and Class-size reduction; monitor and update Grade Span adjustment; prepare ADA comparison and attendance rates; calculate and analyze attendance data to maximize reimbursement for the District.

 

Generate information, statistics, and reports as requested according to established time lines; prepare monthly missing teacher attendance summary reports by site.

Interpret and apply appropriate Federal, State, and District rules and regulations related to attendance recording and report; confer with external agencies regarding attendance accounting procedures; provide guidance and recommendations to comply with CDE attendance requirements; assist with external audits documentation requests.

 

Analyze enrollment projections; prepare staffing budget by grade level(s) and site during budget development; provide analysis of proposed class-size reduction.

 

Provide technical support and training for site staff on attendance accounting, including new procedures and data entry onto computer-aided data systems; troubleshoot and provide resolution for student information system software and data communication issues; communicate with the District technology department for advanced troubleshooting.

 

Perform related duties as they relate to this classification.

Bachelor’s degree in accounting, finance, business or related field, plus five years of responsible and progressive experience in financial record-keeping, bookkeeping and accounting. Attendance accounting experience related to school site attendance, student data, and attendance policy preferred.
