DEFINITION:
Under the general direction of the Assistant Superintendent of Personnel Services, the Director assists in planning, organizing, assigning, reviewing, interpreting and administering a comprehensive personnel and employee relations program for the District classified staff, including recruitment, examinations, position control, classification, salary administration, records and similar functions, and assumes related responsibilities; provides certificated and classified personnel with assistance and guidance regarding District policies, rules, regulations and procedures; performs related duties as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Plans, organizes, assigns, reviews and performs the administrative and operational duties of a comprehensive personnel office, including recruitment and screening for classified positions and related staffing tasks
- Reviews staffing allocations and recommends reductions, increases and staff reassignments as needed
- Maintains the District’s classification plan by recommending changes and conducting periodic surveys and studies
- Organizes the flow of communications, work and activity through the classified personnel office
- Assists and guides employees, other agencies and the public regarding District policies, regulations and procedures
- Confers with administrators and supervisors to plan and coordinate personnel operations
- Maintains records and procedures regarding transcripts, professional growth, salary placement, evaluations, T.B. clearances and other required licenses and/or certifications
- Directly supervises and instructs personnel office staff
- Establishes office routines to ensure accuracy and completeness of records and files in compliance with law and established standards
- Compiles statistical and compensation surveys and reports
- Maintains effective relationships with employees and the public
- Provides in-services to staff and management
- Coordinates new employee orientations
- Supervises the substitute service desk
- Handles personnel-related DFEH, EEOC, OCR, PERB and other governmental agency inquiries and complaints
- Advises and assists administrators and supervisors on personnel and employee discipline issues
- Participates in negotiation sessions with all District employee groups, administers contract provision and processes grievances and complaints from employee organizations.
- Develops job descriptions for new staff positions and coordinates the review and revision of existing job descriptions
- Investigates grievances and/or complaints from employees or employee groups to resolve issues
- Participates in collective bargaining processes to assist in the District’s negotiation of labor agreements
- Engages employees in the Interactive Process to ensure compliance with FEHA and the EEOC and to identify employees’ limitations and explore possible accommodations

CREDENTIAL/LICENSE:
- Valid California Administrative Credential
- Valid California Driver License
Education:
Master’s Degree or higher, preferably with a major in public or personnel administration or a closely related field
Experience:
- A minimum of three (3) years of highly successful full time public K-12 teaching experience
- · A minimum of three (3) years of highly successful administrative experience, preferably at the site level

The noise level in the work environment is usually moderate.

Must possess a CA Administrative Services Credential. Credentialed applicants must hold a Master's Degree. A minimum of five (3) years of successful, full time teaching experience A minimum of three (3) years of successful, full time administrative experience, with at least one year as a site principal
