THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

*THIS POSITION REPORTS DIRECTLY TO THE MANAGER, LEARNING ANALYTICS, & DATA GOVERNANCE UNDER THE CENTER FOR LEARNING ANALYTICS DEPARTMENT. Under the direction of the Coordinator of Early Learning Quality Improvement Initiatives, perform a variety of professional activities involved in the research, collection, organization, processing, analysis, reporting, and presentation of county, district, preschool, and student-level enrollment, assessment, quality improvement, accountability, demographic, program, and a variety of other data; utilize an assigned computer system to input and extract data, maintain automated records and generate a variety of statistical reports and documents. ESSENTIAL FUNCTIONS: Perform a variety of professional activities involved in the research, collection, organization, analysis, preparation, processing, interpretation and reporting of County Office and school district enrollment, testing, program and a variety of other data; verify and assure accuracy and integrity of data and reports. Input, process and extract a variety of data in an assigned computer system; establish and maintain automated records and files; initiate queries, format data, develop spreadsheets and generate a variety of computerized reports and documents related to student test results, enrollment, assessment and programs; assure accuracy and completeness of input and output data. Contact school districts to request and collect a variety of statistical data and information; assure data is recorded, analyzed and reported according to established procedures and time lines; distribute data, findings and reports to appropriate school district and County Office staff, administrators, sites and the California Department of Education. Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to: EDUCATION: Bachelor’s degree in mathematics, psychology, statistics, social science or related field.; and EXPERIENCE: Two years’ experience involving statistical research compilation, analysis, and presentation of data. ENVIRONMENT WORKING CONDITIONS: Office environment. PHYSICAL REQUIREMENTS: Applicants must possess the physical abilities outlined below with or without accommodation. San Mateo County Office of Education will consider reasonable accommodation requests. Dexterity of hands and fingers to operate a computer keyboard. Seeing to read a variety of materials and view a computer monitor. Hearing and speaking to exchange information. Sitting for extended periods of time. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A written in-person examination (Tentative Date: March 22, 2023); and 2. An oral board virtual examination (Tentative Date: March 29, 2023).
BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,225.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). This position is represented by California School Employees Association (CSEA) Chapter #887. Pursuant to Article 2 of the CSEA 887 Collective Bargaining Agreement, the County Office shall deduct in accordance with the CSEA dues and fees schedule from the wages of all employees.
