About the Employer

The Merced County Office of Education assists Merced County’s 20 school districts through support and oversight of curriculum and instruction, alternative education, business services, early education, technology, migrant education, special education, and teacher credentialing. MCOE is led by the elected Merced County Superintendent of Schools and governed by the Merced County Board of Education. While serving as a focal point to facilitate local school/government/community partnerships, MCOE is responsible for the fiscal oversight of each school district in Merced County, hears appeals for student expulsion hearings and interdistrict transfers and operates Green Meadows Outdoor School.

Job Summary

Plans, directs, integrates, and coordinates the operation of the Human Resources department to enhance the utilization, stability, and morale of the work force County Office-wide. Directs and promotes the overall efficiency and effectiveness of human resources programs including recruitment and selection, employee relations services and consulting, classification and compensation, payroll and benefits, diversity, HRIS, staff and professional development. Serves as the County Office chief labor relations executive. The Assistant Superintendent of Human Resources is guided by broad executive and managerial goals, integrating closely related activities that comprise a human resources division providing centralized services to the MCOE central offices and all sites. The Assistant Superintendent requires the ability to accomplish broadly defined business objectives that require working with management and staff at all levels, and resolution of highly technical problems that consider trade-offs, risks, and the status of others. The Assistant Superintendent requires the ability to act with political acumen, diplomacy, and tact when managing relationships across the organization, as well as with external stakeholders.

Requirements / Qualifications

EDUCATION AND EXPERIENCE: The position requires a Masters Degree in educational administration and supervision, business, public administration, organizational management, human resources, or equivalent discipline and a minimum of 7 years of progressively responsible administrative experience including a minimum of 5 years in human resources management and labor relations or a combination of HR management and executive leadership at the Assistant Superintendent or Superintendent level.

LICENSES AND CERTIFICATES: Requires a valid California Administrative Services Credential. Requires a valid California driver’s license. If using personal vehicle in the course of employment, must have proof of liability insurance required by law. DMV H-6 printout (at time of hire).
