Job Description and Duties

Under the general supervision of the Education Research and Evaluation Administrator I in the Data Access and Strategy Office, the Research Data Specialist II (RDS II) is independently responsible for coordinating and providing guidance to programs and offices throughout the department on the submission of mandated EDFacts Reports through the US Department of Education’s (ED’s) Education Data Exchange Network (EDEN). Duties include but are not limited to the following:

Report Submission Coordination – Coordinate the submission of Consolidated State Performance Reports (CSPR) and EDFacts reports by creating and overseeing the schedules for program file submissions. Monitor, analyze, and update data mandates. Run validation checks and create data submissions using data exported from complex data systems within the California Department of Education (CDE). Conduct data quality reports and ongoing analyses to ensure timely and accurate CSPR and EDFacts report submissions.

Training and Collaboration – Train and provide support to the CDE’s categorical program staff and data offices on collecting, reporting, analyzing, and submitting CSPR and EDFacts data. Provide cross-divisional training, validation testing, and technical support for CSPR and EDFacts reporting including programmatic support for ensuring compliance with CSPR and EDFacts requirements. Work in collaboration with the CDE’s categorical program offices and the ED to ensure timely submission of CSPR and EDFacts data.

Data Subject Matter Expert – Serve as a CDE data subject matter expert on the data collected through the CDE’s different data collection systems. Research, analyze, and produce data reports from different data collections and sources to fulfill CSPR and EDFacts data reporting requirements. Use appropriate data programming software such as MS-SQL Server and/or SAS to develop and maintain complex data reporting code, reports, and analyses. Conduct data quality assurances by analyzing data for trends and anomalies. Produce data quality reports and conduct research to identify extreme outliers and potential data errors.

Documentation and Business Rules – Lead the department work maintaining documentation of business rules, data validation rules, data dictionaries, and file specifications. Participate in project activity coordination and use productivity and data reporting software for coordination and reporting efforts. Develop, prepare, and maintain content for CSPR and EDFacts submissions including instructions, training materials, and other data collection resources. Maintain program web content, materials, and data submission schedules.
