SPECIAL EDUCATION MAA/LEA BILLING SPECIALIST
THE POSITION
Under the direction of the Director - Special Education, perform responsible and complex clerical functions related to the collection of relevant data for the Medi-Cal Administrative Activities (MAA) and LEA Medi-Cal Billing Option (LEA) programs; reconcile, audit and report data in order to maximize income from both funding sources; and communicate and interact with contractors, vendors, community agencies and regulatory agencies.

EXAMPLE OF DUTIES:
The duties listed are typical, but not exclusive:
- · Perform a wide variety of specialized and responsible duties independently in support of the Director of the department; interpret and apply rules and regulations as appropriate; perform duties to assist the Director with administrative details as appropriate.
- · Provide a variety of information regarding Special Education issues pertaining to the comprehensive District program.
- · Input data from Individual Education Plan (IEP) into a comprehensive Special Education database; prepare and maintain related files.
- · Perform a wide variety of specialized and responsible duties independently in support of the Director-Special Education; interpret and apply rules and regulations as appropriate.
- · Communicate regularly with District administrators and other employees to discuss and verify information related to school boundaries and attendance.
- · Train and provide work direction to substitute and extra help clerical support staff as assigned; monitor office workflow and assure compliance with established timelines, procedures and standards of quality.
- · Provide training and technical support to District personnel regarding MAA/LEA fiscal and reporting requirements; provide individual and small group training and technical assistance to program personnel including administrators, certificated and classified staff regarding program requirements in order to maximize funding.
- · Maintain knowledge of current legislation related to MAA/LEA to ensure compliance.
- · Arrange and participate in annual MAA/LEA training programs.
- · Identify eligibility for new and continuing claimants; collect, maintain, and submit job descriptions and/or duty statements for all claimants.
- · Verify Local Educational Agencies Billing Option (LEA) provider eligibility for participation, determine the validity of the records of special education student health services performed, and provide the identifying information needed for billing for the Local Educational Agencies Billing Option (LEA) program.
- · Notify staff of each claiming period and/or reporting period; follow-up on any missing claims or other information with relevant staff. E Collect and ensure compliance of all data required by the District, regulatory agencies, and other agencies and submit as appropriate.
- · Prepare and maintain a variety of records, logs and files including information of a confidential nature, maintain confidentiality of information and records; compose correspondence.
- · Reconcile services provided by outside agencies with student individualized education plans (IEP).
- · Assist in the development and updating of specific program systems, policies, procedures, and related forms and notices.
- · Answer phone and greet visitors, determine needs and provide information and assistance regarding a variety of issues.
- · Interact with contractors, vendors, community agencies, and regulatory agencies as needed.
- · Operate a variety of office equipment, including computer workstation, typewriter and copier.
- · Attend conferences and trainings related to assigned programs.
- · Performs related duties as required to accomplish the objectives of the position.
QUALIFICATIONS GUIDE:
Knowledge of:
- · Legislation specific to assigned programs such as the California School-Based Medi-Cal Administrative Activities Manual, applicable sections of State Education Code, and other applicable laws.
- · District organization, operations, policies and objectives related to special education issues.
- · Applicable sections of State Education Code and other applicable laws.
- · Complex office and departmental rules, regulations, precedents and programs.
- · Special Education policies and procedures.
- · Operation of office equipment, including computer workstation.
- · Modern office practices, procedures and equipment.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school and four (4) years increasingly responsible experience working within a school environment or with social service organizations. Experience in the area of Medi-Cal Administrative Activities (MAA) and LEA Medi-Cal Billing Option programs is desirable.
