Position Details:
One contract, professional expert position, full-time, 40 hours per week, 12 months per year at the North San Diego Small Business Development Center (SBDC) in Carlsbad, CA. The work schedule will be Monday through Friday, 8:00 am - 4:30 pm. Travel is required within the geographical region the North San Diego SBDC serves. Periodic meetings are convened in Sacramento, and 3 to 4 out-of-state trips for annual national conferences and legislative outreach may be required. The person selected for this position will be subject to assignment to any district facility during any hours of operation.
The SBDC is funded by the U.S. Small Business Administration (SBA) and the California Office of Small Business Advocate (CA OSBA), through a Federal and State Grant to Southwestern Community College (SWCCD); and by MiraCosta Community College District. The position is currently funded through 31st December 2023 and has been continuously funded since June 1999. Continued employment in this position is contingent on funding renewal, which is expected annually.

Salary Range: Professional Expert Salary Schedule
Compensation: $139,829 per year on the 2022-2023 professional expert salary schedule.
Employees must make arrangements for the direct deposit of paychecks into the financial institution of their choice, via electronic fund transfer.

Basic Function:
Under general direction, this position is responsible for the development, promotion, and operation of the North San Diego Small Business Development Center (SBDC) in accordance with district policies and procedures; and performing related duties as assigned. The SBDC is funded by the U.S. Small Business Administration (SBA) and the California Office of Small Business Advocate (CA OSBA), through a Federal and State Grant to Southwestern Community College (SWCCD); and by MiraCosta Community College District.

Essential Duties & Responsibilities:

· Select, train, supervise and evaluate the staff of the SBDC to achieve goals and objectives and ensure a high-performance, service-oriented work environment.
· Assess, determine, and design programs and services to meet SBDC program objectives and contractual requirements within the required service area (all communities in San Diego County north and east from Interstate 8 to Orange, Riverside, and Imperial Counties, including Camp Pendleton, Oceanside, Carlsbad, Encinitas, Rancho Santa Fe, Solana Beach, and Del Mar).
· Serve as the liaison between MiraCosta College/Small Business Administration (SBA), State agencies and local public and private organizations that are involved with improving the economic and business climate.
· Develop, manage, and implement service functions associated with the SBDC including counseling, workshops, and one-on-one consulting to small-business owners and entrepreneurs.
· Provide business assistance services in accordance with SBA guidelines, policies, and procedures.
· Prepare reports as required by MiraCosta College, the U.S. Small Business Administration and the State, and the Small Business Development Center State Network Office.
· Maintain records in compliance with state contract and applicable U.S. Circulars.
· Develop and implement annual budget for the SBDC; analyze and determine current program costs and forecast future expenditures.
· Obtain additional available funds to supplement available SBDC resources.

Education & Experience:
To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:
Graduation from an accredited four-year college or university with a degree in business administration, finance or a related field, AND six (6) years of progressively responsible experience in business consulting, grant management or economic workforce development, at least two of which were with a Small Business Development Center; or an equivalent combination of training and experience.
NOTE: For work experience, one “year” is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.

A valid California driver’s license and the ability to maintain insurability under the district’s vehicle insurance program.
Physical Effort:
Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing up to 25 pounds; ability to travel to a variety of locations on and off campus as needed to conduct district business.
Emotional Effort:
Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone and in writing with a variety of individuals and/or groups from diverse backgrounds on a regular, ongoing basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines and changing priorities.
Working Conditions:
Primarily business office environment; subject to frequent public contact and interruption; intermittent exposure to individuals acting in a disagreeable fashion; may work at any district location or authorized facility with occasional evenings and/or weekends on an as-needed basis.Travel is required within the geographical region the North San Diego SBDC serves.
