The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students. OCDE's Business Services Division delivers services to support the educational programs of Orange County school districts, partnering agencies, and the business community it serves. The division strives to improve efficiency and implement business solutions with a high level of customer service and professionalism, while fostering a collaborative work environment. OCDE's Business Services Division is looking for a talented and enthusiastic individual to serve as the Project Accountant for the School-Based Medi-Cal Administrative Activities Program. The selected candidate will act as a liaison between OCDE and federal, state, and local agencies, and school districts regarding designated and specialized reporting procedures, policies, and guidelines. The incumbent will provide technical assistance and advice to program and OCDE staff regarding financial reports required by federal, state and local entities, as well as other required financial reporting functions such as: monitoring timelines, verifying accuracy, certification, and submitting reports to government agencies. The division strives to improve efficiency and implement business solutions with a high level of customer service and professionalism, while fostering a collaborative work environment. The Project Accountant will perform specialized highly responsible accounting and budget functions to support a variety of programmatic needs and other functions including; ensuring expenditures follow applicable state and federal guidelines, budgets, and all legal and funding source requirements. The incumbent will prepare financial reports, billing invoices to school districts, Department of Health Care Services, and OCDE. They will develop and maintain spreadsheets and databases to document and verify expenditures, receipts, accruals, and revenues.
Requirements / Qualifications
Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: • Associate's degree in accounting or a related field. • Four (4) years of progressively responsible accounting experience, one of which involved project or grant fund accounting; or an equivalent combination of training and experience. Experience in a public agency or educational institution is preferred.
