JOB TITLE: PURCHASING AGENT
The Purchasing Agent purchases supplies, goods, services and equipment for the District. This includes using the most efficient purchasing method for expeditious delivery and cost effectiveness.
Essential Job Functions:
- Determines the most efficient and cost effective sources of supplies and services, which includes (when necessary) investigating contractors’ license and reliability, criminal background certification, liability insurance, and references.
- Generates purchase orders which include coordinating with requisitioners to determine desired source, ensure accurate items and quantities needed; assisting in the verification of account codes; providing special instructions to warehouse and vendors; and developing pertinent agreements, conditions or contracts when applicable.
- Implements District policies, county policies, State guidelines and Federal Codes regarding purchasing of supplies, services and public work which includes (when applicable) generating and reviewing of contracts and ensuring that they comply with bid limit and procedures, various business enterprise requirements, and bonding.
- Monitors contracts, including interfacing with the requisitioners and the contractor to resolve discrepancies or issues with the vendors and to ensure that agreements are being adhered to and administered accordingly.
- Attends workshops and pertinent training courses to maintain currency with latest procedures and laws.
- Assists accounting clerk in reconciling invoice with purchase orders and resolving issues so vendors are paid timely and accurately.
- Coordinates with the warehouse when purchasing stock supplies and providing assistance when resolving issues or discrepancies with the vendors.
- Generates invoices for inter-agency charges including coordinating with the accounting technician and other department co-workers when necessary, in order to properly and expeditiously post the abatement or revenue.
- Maintains current purchasing records, which includes (but not limited to) vendor information, purchasing data base, contracts, codes and regulations and supply and equipment catalogs.
Other Job Functions:
- Investigates and resolves discrepancies observed or encountered while performing essential job functions.
- Files board meeting agenda items and prepares board certifications.
- Provides suggestions or recommendations in order to improve any of the processes involved in performing essential job functions.
- Coordinates auction of obsolete district property which includes interfacing with the auctioneer for specifics such as generation of list, coordination of location and schedules; and be present during auctions.
- Assist in the warehouse when necessary. This includes, but not limited to, operating forklift and other equipment to load or off-load delivery trucks, assisting in performing periodic warehouse inventory, reconciling catalog inventory and pricing, assisting in improving warehouse’ delivery of goods and services, and coordinating periodic meetings of the Warehouse Advisory Committee.
Essential Job Requirements - Qualifications:
- Skills, Knowledge and/or Abilities Required:
Skills: to operate standard office equipment (such as proficiency in the use of 10 key adding machine), computer applications, and accounting software; correct English usage in both written and verbal form, including spelling, grammar and punctuation; perform basic arithmetic calculations; and must be able to type 40 words per minute.
Knowledge: of standard/basic purchasing procedures, modern office applications, basic accounting procedures, and related district, state and federal purchasing methods and guidelines.
Abilities: to work with minimal supervision accurately and with attention to detail; understand and carry out oral and written instructions; accurately maintain current and detailed records such as vendor records and catalogs; and prepare and write bid specifications. Significant physical abilities include sitting for prolonged periods of time; reaching/handling; communicating; and using near vision/visual perception.
Professional Background Required: Three years work experience in purchasing with a comparable (in size and volume) private business or government agency is required. Three years work experience in purchasing or accounting with a California school district is desired. Pertinent purchasing certificates or awards are also desired.
Education Required:
High school diploma or equivalent. AA in Business or Accounting is desired. If not, a minimum
of two semesters of coursework in accounting or business will be provided at district’s expense.
Licenses, Certifications and/or Testing Required:
TB test, fingerprint clearance, valid driver’s license, evidence of insurability and testing appropriate to the position.

High School graduation or equivalent, like the GED. AA in Business or Accounting is desired.

Two (2) Elementary Schools (Yermo and Newberry) both are located between 10 to 20 miles east of our District Office. We also have three (3) school sites (Fort Irwin Middle, Lewis Elementary, and Tiefort View Intermediate) located on our Military Base, Fort Irwin, which is approximately 40 miles north of our District Office.
