Teacher on Special Assignment – English Learner Program
Classification: Certificated
Reports to: Executive Director of Curriculum & Instruction
Work Year: 186 days (180 student day, 3 staff development days, 3 work days)
Salary Range: See Certificated Teacher Salary Schedule
Education and Credential Requirements: Appropriate teaching credential and English Learner certification as required by the State and District for the position
Primary Function
The Teacher on Special Assignment provides direction for the implementation of the Novato Unified School District Master Plan for English Learners. Under the supervision of the Executive Director of Curriculum and Instruction, the teacher specialist will work with designated school sites to:
Representative Duties and Responsibilities
1. Assist with the implementation of all aspects of the Master Plan with a focus on continuing improvement of instruction for English Learners at the elementary level.
2. Develop a cooperative collaborative relationship with teachers on special assignments, teachers, EL teacher liaisons, instructional assistants, school facilitators, and office staff.
3. Plan, implement, monitor, and assess activities related to programs for English Learners.
4. Work with the coordinator of Categorical Programs to support the CCR process and State/Federal Budget for ELL programming.
5. Develop a time line of events and month-by-month responsibilities for monitoring the district English Learner Program.
6. Provide direct and indirect support to elementary teachers of English Learners and staff working with English Learners, both inside and outside the classroom.
7. Attend and/or facilitate trainings that support the implementation of the Master Plan for English Learners. These trainings could include (but not limited to) district, county, or state in-services with an focus on the State Program for English Learners, CELDT testing and outcomes, the change process, differentiated instruction, cognitive coaching, content area methodologies such as Specially Designed Academic Instruction in English (SDAIE), cross-cultural awareness, effective ways to work with ELAC and DELAC and other parent groups, and using data for instructional decision-making and planning.
8. Research and/or obtain materials and supplies for the English Learner program.
9. Facilitate staff training.
10. Assist in the development of grant applications.
11. Collect and compile data required for the preparation of reports.
12. Work with county offices, neighboring districts, organizations, and institutions of higher learning in the planning and implementation of English Learner program(s).
13. Consult with site elementary administrators, as needed, regarding the English Learner program.
14. Serve as a liaison to the community and agencies regarding the secondary program.
15. Participate in events that support parent education and training.

Works with students to provide designated ELD support in addition to what they receive in the classroom/section. Works with district administration to determine appropriate ELD materials and professional development. Other duties as needed.
