BUDGET ANALYST

 

BASIC FUNCTION: 

 

Under the direction of the Director of Finance or their designee, responsible for accounting and budgeting of the District’s programmatic funds; position control monitoring and analysis; generate a variety of budgetary and statistical reports; serve as budget liaison with various levels of District staff regarding accounting and budgets; determine and monitor operating program staffing requirements.

 

REPRESENTATIVE DUTIES:

 

Perform professional accounting work in accordance with prescribed accounting system and general accepted accounting principles.

 

Prepare the development of program(s) budget(s) which includes projecting revenues, certificated and classified salaries, FTE positions, and other related expenses.

 

Monitor budget for level of expenditures and supplemental increases or decreases; assure compliance to grant and or program restrictions.

 

Prepare, maintain, and review financial records, accounts and claims for program funds; assure correct amounts for revenue and expenses are budgeted; review and correct payroll charges; prepare budget adjustments as necessary.

 

Determine and monitor operating program staffing requirements; review personnel action requests from assigned program; conduct research to assure staffing and budget allocations are within budgetary limits.

 

Analyze documentation to assure that expenditures are properly charged and do not exceed appropriations; make recommendations; accordingly, prepare projected salary and non-salary information.

 

Review and analyze the cost impact of requests for personnel or departmental operating needs.

 

Provide technical expertise and direction regarding accounting issues and discrepancies, coordinate activities with program leadership and District personnel.

 

Compile financial data for assigned Annual Budget/Spending Plan.

 

Maintains spreadsheets to analyze projected and actual revenue funding for assigned programs

 

Provide an analysis of assigned programs encroachment on General Fund reserves

 

Ensure and monitor the district meets Maintenance of Effort requirements for assigned program(s).

 

Manages accounting records for specific programs; processes and submits expenditure claims/reports.

 

Perform related duties as assigned.

Maintain a variety of District fiscal records, accounts, and funds.

Prepare clear and accurate financial statements.

EDUCATION AND EXPERIENCE:

 

Any combination of education and experience equivalent to bachelor's degree in accounting, finance, business administration, or related field and five years of responsible and progressive experience in financial record-keeping, bookkeeping, or accounting.
