BASIC FUNCTION:

Under the administrative direction, plans, organizes and directs the District’s risk management program; administers the workers’ compensation, liability insurance, pupil accident insurance, employee and student safety programs; and performs related duties as required.



REPRESENTATIVE DUTIES:

The duties listed below are just the essential duties of this class. Furthermore, more general duties may be reasonably extrapolated from any specific duty statement listed below.

  • Direct the work of the District's worker’s compensation program, including supervision of claims administration, payment of temporary or permanent disability benefits, rehabilitation, and employee safety programs related to CAL/OSHA requirements. 
  • Draft and recommend budgets related to risk management and insurance coverages. 
  • Conduct studies or related research activities to ensure adherence to appropriate risk management legal mandates, policies, regulations, and district standards or needs. 
  • Compile and analyze data to develop and recommend policies and administrative regulations regarding risk insurance, workers’ compensation benefit insurance, and self-funded insurance programs.
  • Assure that insurance programs are in compliance with Federal, State and local laws.
  • Investigate and analyze accidents involving District employees and students injured while using District equipment or facilities.
  • Analyze the District’s claims, loss and accident history and identifies methods to eliminate, minimize or indemnify risks or possible losses.
  • Maintain a central file of insurable valuables and record losses, loss ratios, loss reserves, insurance files, report and correspondence.
  • Review and evaluate all District contracts and proposed insurance language for District insurance requirement compliance.
  • Coordinate insurance programs and maintain liaison with District, representatives of various insurance carriers, and joint powers agreement representatives.
  • Participate in the investigation of incidents and coordinate preparation of materials and evidence for use in hearings, litigation and insurance claim cases.
  • Observe and check insurance premiums and costs and recommend distribution of costs within the District.
  • Coordinate with the District architect, Maintenance and Operations, and insurance adjuster in determining repair of construction requirements and securing bids to restore physical damage losses to District property.
  • Audit invoices for insurance premiums and prepare Board reports for authorization of payments.
  • Process summons in Small Claims Court and represent the District in such actions.
  • Monitor case closing action, coordinate negotiations for settlement of claims wherein court action is not involved with claim adjuster and prepare reports for Board action.
  • Prepare insurance survey reports for the State Department of Education and other public agencies as required.
  • Maintain liaison with insurance adjusters, legal counsel, employee organizations, and underwriters in coordinating all insurance matters.
  • Assist divisions, departments, and school administrators in their accident reporting, accident prevention responsibilities; analyze requirements for safety training and arrange for or conduct such training.
  • Supervise and coordinate investigations and inspections of District facilities, equipment, practices, and records.
  • Consult with Personnel on pre-employment physical results.
  • Represent the District at meetings with representatives from a variety of public agencies, insurance companies, and risk services firms. 
  • Prepare insurance bid specifications for the purpose of obtaining premium fees and updates on an ongoing basis to assure that all new construction, locatable classrooms, and equipment are covered.
  • Provide an ongoing research program resulting in the enhancement of insurance protection and risk management activities.
  • Serve on a variety of risk management committees.
  • Take necessary steps to ensure District compliance with O.S.H.A. regulations.
  • Coordinate and administer self-insured retention claims on property.
  • Administer District fleet vehicle accident claims.
  • Monitor Air Quality Control District broadcasts and initiate action as required.
  • Perform other duties as required.



INITIAL/MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE:

  • Graduation from a four (4) year college or university, preferably with a degree in business or public administration. 
  • Minimum five (5) years of experience in Risk Management, preferably in a school district. 
  • Completion of courses in insurance, safety engineering, risk management, or contract law is desirable.

LICENSES AND OTHER REQUIREMENTS:

  • Possess a valid California Driver’s License and maintain possession of such license during the course of employment. Must be insurable at the standard rates and maintain such insurability during the course of employment. 
  • DMV Driving History Report.



KNOWLEDGE, SKILLS, ABILITIES AND WORKING CONDITIONS:

Knowledge of:

  • Risk management and Cal O.S.H.A. laws, rules and regulations; procedures and techniques for coordination of risk management and loss prevention program.
  • Mathematical concepts of insurance management.
  • Business record keeping and general office practice, procedures, and equipment.
  • Employee supervision.
  • Proper English grammar, vocabulary, and spelling.

Ability to:

  • Understand and accurately interpret laws, rules, and regulations pertaining to risk management and Cal O.S.H.A.
  • Laws and regulations of fire health and safety codes is preferable.
  • Analyze complex problems and develop effective and efficient alternative solutions.
  • Coordinate and supervise an effective risk management and loss prevention program.
  • Understand mathematical concept of insurance management.
  • Communicate effectively, both orally and in writing.
  • Collect, investigate and analyze data and prepare clear and concise reports and manuals. 
  • Represent the District in quasi-judicial hearings.
  • Make accurate statistical calculations and record detail.
  • Establish and maintain effective working relationships with others.



OTHER REQUIREMENTS:

Environment: 

  • Office environment at the District Office.  
  • Demanding timelines. 
  • Subject to frequent interruptions and daily contact with staff and public. 

 

Physical Abilities:

  • Occasional bending at the waist and stooping. 
  • Occasional carrying, pushing, pulling or lifting up to 20 lbs.
  • Dexterity of hands and fingers to operate standard office equipment. 
  • Hearing and speaking to exchange information in person and on the telephone.
  • Occasional reaching overhead, above the shoulders and horizontally. 
  • Visual ability to read, prepare/process documents and small figures.
