BASIC FUNCTION:
The primary purposes of Assistant Director of Fiscal Services is to assist in managing the District’s financial functions, both in general and specifically related to categorical funding, including preparation and monitoring of the District’s budget; providing leadership and training of staff; ensuring that financial records and internal controls are properly maintained; promoting compliance with all applicable regulatory requirements; and providing administrative and technical staff assistance to the Director of Fiscal Services and the Chief Business Officer. This position is designated as management and reports directly to the Director of Fiscal Services.
REPRESENTATIVE DUTIES:
The duties listed below are the essential duties of the classification. The omission of specific statements of duties does not exclude them from the position if the work is similar in course and scope to this classification.
- Assists with analyzing a variety of financial information (e.g., operations, and plans, budget variances, accounts payable, accounts receivable, capital assets) for the purpose of identifying potential budget variances, compiling statistical information, developing policies and procedures and/or conforming to district, state and/or federal funding requirements.
- Assists in developing budgets and financial forecasts for the purpose of providing financial guidance and recommendations to administrative personnel, Superintendent and/or governing Board.
- Collaborates with and advises internal and external personnel (e.g., other administrators, auditor, public agencies, County Office of Education) for the purpose of implementing and/or maintaining services and programs, as directed.
- Compiles statistical and financial data from a wide variety of sources for the purpose of providing information for budget recommendations and/or ensuring compliance with organization policies and procedures and established regulations.
- Facilitate meetings with site principals and other personnel regarding categorical budgets, as directed.
- Assists site principals and other personnel with monitoring of site categorical budgets, assure expenditures are in compliance with approved plans and budgets.
- Assists with implementing accounting procedures for the purpose of maintaining accurate records and internal controls throughout the district and ensuring compliance with all applicable regulatory requirements.
- Maintains a variety of manual and electronic fiscal information, files and records (e.g., accounts payable, accounts receivable, contracts) for the purpose of providing an up-to-date reference and audit trail for compliance, as directed.
- Manages assigned program and/or departmental responsibilities achieving outcomes in relation to organizational objectives, and ensuring conformance with legal, financial, and District requirements.
- Manages District’s financial functions, as directed, and specifically in relation to categorical funding, for the purpose of ensuring District compliance with state, federal and/or county regulations.
- Monitors general and categorical budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed, as directed.
- Participates in meetings, workshops and seminars (e.g., certificated collective bargaining meetings, classified committee meetings, training to district staff) for the purpose of conveying and/or gathering information required to perform functions, as directed.
- Assists in preparing a wide variety of materials (e.g., annual budgets, financial statements, reports for the Board, Superintendent, and Departmental Administrators) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.
- Presents information (e.g., budget overviews, accounting processes, distribution formulas) for the purpose of communicating information, gaining feedback and ensuring adherence to established internal controls, as directed.
- Provides technical expertise and direction regarding accounting issues and related activities for the purpose of conveying pertinent information to appropriate parties, as directed.
- Recommends policies, procedures and/or actions on issues that are related to accounting functions for the purpose of providing direction and/or decision making, as directed.
- Researches financial topics and related legal issues (e.g., discrepancies, current legislative trends, enrollment projections) for the purpose of evaluating compliance requirements and potential implications on district operations, as directed.
- Responds to wide variety of inquiries of staff, district personnel, other professional organizations, etc. (e.g., accounting guidelines, expenditure status, grant guidelines) for the purpose of resolving problems, providing information and/or referring to appropriate personnel, as directed.

INITIAL/MINIMUM QUALIFICATIONS:

- Graduation from a four-year college with a degree in Business Administration or a directly related field, with a specialization in Accounting is desired but not required.
- Three years of experience in accounting, budgeting and/or finance.
- One year of increasingly responsible supervisory experience.
- Two years in school district accounting, budgeting and/or finance experience is required.
- (Seven years of increasingly responsible experience in accounting, budgeting and/or finance which includes one year of superviosry experience and two years of experience in school district accounting, budgeting and/or finance which may be substituted for the work experience and education requirement.)
- Valid Class C Driver's License
- Availability of private transportation
