DEFINITION
Under general supervision, performs professional level accounting work, utilizing networked computer systems; provides a basis for sound operational and financial planning through financial review and analysis, monitoring, reconciliation, and maintenance of district funds; assists in the organization, development, and compilation of a variety of materials for use in the District budget preparation process; assists in the preparation of fiscal reports; prepares budget information and reports in relation to labor negotiations; and performs other budgetary, accounting, audit, and other related duties assigned by the Director of Fiscal Services.
EXAMPLES OF DUTIES
Performs functions in the accounting department relating to budget development. Assists in the organization, preparation, maintenance, and monitoring of budget and expenditure control process. Assists in the monitoring and analysis of the budget in regard to labor negotiations. Prepares monthly, quarterly, and annual financial statements and reports including categorical programs, construction/bond programs, and tax reports. Performs a variety of technical and analytical analyses to ensure that guidelines and operational procedures are followed in the accounting, budget maintenance, and expenditure control processes. Reconciles cash accounts, bank statements, general ledger accounts, and various revenue and expenditure items and accounts; monitors cash flow. Gathers and maintains attendance records to meet County and State requirements. Performs internal audit of financial and nonfinancial materials; prepares audit and expenditure reports as required by governmental agencies. Assists various district personnel in regard to problems, issues, and concerns pertaining to program budgeting and accounting reports. Assists external auditors by providing requested accounting and budget data. Attends staff, County, State, and other meetings as appropriate. Performs other accounting duties and functions as assigned by the Director of Fiscal Services.

Knowledge and Abilities
Knowledge of:
Accounting/auditing principles applicable to school district finance, including methods, practices, and procedures of school district accounting, budgeting, financial reporting, and records management; accounting and budget development theories and principles; practices and principles of training and work directions; modern office practices, procedures, and techniques, including use and application of personal computers and associated software (Microsoft Word, Excel, Database software applications); requirements of the California Education Code and the School Accounting Manual.
Ability to:
Analyze, interpret, and prepare financial statements and reports; develop appropriate methods to accomplish a variety of financial transactions; perform responsible and technical budget and account expenditure control functions; work effectively under deadline stress; assume responsibility and demonstrate initiative, responsibility, integrity, and judgment; work independently in the absence of direct supervision; establish and maintain effective relationships with others; maintain a high level of professionalism in keeping the needs of customers a top priority.
EDUCATION AND EXPERIENCE
Education: Completion of a Bachelor of Arts or Bachelor of Science with a major in Accounting or related major. Five (5) years of responsible Accounting/Fiscal Services school district experience may be substituted for a Bachelor’s degree.
Experience: Five (5) years of highly responsible accounting experience, preferably in an educational agency fiscal service unit, involving general ledgers, special funds, payroll, budget control, and governmental reports. Public school experience and some supervisory responsibilities are desirable. Some experience in the application of data processing to accounting transactions is desirable. Experience with PeopleSoft Financial System and Standardized Account Code Structure (S.A.C.S.) database is required.
Equivalencies: Preferred or desirable experiences may be substituted for part of the college training, or additional college training may be substituted for part of the experience.
SKILLS
Must be proficient in the use of Microsoft Office Suite (Excel in particular), Peoplesoft, or similar accounting software. Must be proficient in the use of a calculator.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Strength: Light work involving limited lifting, carrying, pushing, or pulling of objects (up to 20 pounds). This type of work involves sitting most of the time, but may involve walking or standing for brief periods.
