ABOUT THE JOB: The Garden Grove Unified School District is looking for a Personnel Analyst to perform professional personnel work related to recruitment, test development, validation, selection, classification, and compensation studies;  as part of the Classified Personnel Services Team. The GGUSD Personnel team takes pride in making a real difference with the work we do every day for our job candidates, employees, and students!

JOB DUTIES: Performs technical work in conducting job analysis through interviews and questionnaires; identifies skills, knowledge, and abilities necessary for successful job performance; works with job experts to determine appropriate selection procedures and to develop multiple choice, oral, technical, and performance examination items; develops rating forms and all exam materials; determines qualifications required of raters and interviewers; selects and instructs raters concerning their duties; makes recommendations for pass points; reviews examinations and examination results; performs test validation studies; reviews and analyzes federal and state laws, regulations and guidelines concerning selection procedures and test validation; leads the work of technical and clerical personnel; conducts and assists in conducting classification studies; may develop and revise classification descriptions; assists in conducting compensation studies; collects salary, fringe benefit, and related data; may collect and analyze data for the purpose of negotiations; interprets rules, regulations, policies, and the Education Code in answering questions from district administrators, employees, and the public; attends Personnel Commission meetings, conferences, and workshops to keep informed of trends and practices in the personnel field; and participates in special projects, as assigned.

Education and Experience Requirements: 

 

1)    Graduation from an accredited college with a bachelor’s degree with a major in personnel administration, psychology, or a closely related field, including courses in statistics, tests and measurement, industrial or educational psychology, or public administration.

2)    Two years of professional personnel experience (equivalent to full-time work), involving job analysis, test development and validation in a public agency. Experience in classification and compensation is desirable. Part-time experience will be considered and adjusted appropriately.

  • A Master’s Degree in Industrial/Organizational Psychology may substitute for one year of the required experience.

Any other combination of training and experience which would likely provide the required skills, knowledge and abilities may be considered.

A SUCCESSFUL CANDIDATE REQUIRES THE FOLLOWING….

Knowledge of: The principles and practices of public personnel administration; federal and state laws and guidelines regarding employee selection; methods of statistical and trend analysis; merit System rules and regulations for classified employees; and principles and methods of test development, validation, selection and job analysis.

Ability to: Conduct a job analysis and identify skills, knowledge, and abilities necessary for successful job performance; plan and develop selection procedures and validation studies; interpret rules, laws, and policies related to employees and employee selection; collect and analyze data; think critically and analytically; attend to multiple priorities simultaneously; plan, review, and train the work of staff; communicate effectively orally and in writing; prepare and present clear and concise reports; perform complex personnel work with minimal direction; operate a computer and use various software; and establish and maintain effective working relationships with school administrators, employees, and the public.
