Classification: PERSONNEL RECRUITMENT AND EXAMINATION SPECIALIST

Purpose Statement:
Under the direction of Assistant Superintendent, Personnel Services; performs professional level work in the creation and administration of the recruitment and examination functions for the employment of certificated, classified, and management personnel ensuring the confidentiality of all materials and information.
Essential Job Functions:
- Assists with the coordination of recruitment efforts for all District personnel, including but not limited to the development of recruitment materials and timelines, announcements, and advertisements, etc.
- Assists in testing procedures (e.g. written examinations, technical orals, and performance-based testing, etc.) for the purpose of ensuring consistency with applicable law, rules, regulations, policies and procedures.
- Assists in the coordination of employee trainings to include scheduling, participating, and maintenance and coordination of training materials, and scheduling District presenters.
- Assists in the selection of qualified panelists for oral interview panels and briefs oral panels on procedures.
- Creates eligibility lists and certifies names to appointing authorities.
- Maintains files and records (e.g. confidential files, applications, and test scores, etc.) for the purpose of ensuring accuracy and availability of required information.
- Prepares, maintains, and disseminates recruitment materials and documents (e.g. various announcements, brochures, flyers, notices, and job fair materials, schedules, releases, letters, memos) to positively recruit and promote qualified candidates for a variety of positions.
- Prepares application files, interview and examination announcements or notices.
- Prepares testing materials using requirements indicated within the class specifications.
- Provides assistance in a variety of clerical support tasks, including placing advertisements, print orders, requisitions, and warehouse orders.
- Provides examination scoring and notification of test results to applicants; performs statistical analysis of test results and test items.
- Responds to inquiries of administrators, district personnel, candidates, applicants, and the community for the purpose of providing information and assistance.
- Schedules appointments, examinations, tests, interviews, job fairs, and meetings, as required.
- Screens applications to determine whether applicants meet minimum qualifications; notifies applicants.
- Utilizes computer software applications (e.g. Microsoft Office, Sigma, Galaxy or equivalent human resources data information systems) to maintain information with the ability to create databases, tables, charts and graphs.
Other Job Functions:
- Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
- Consult with appointing authorities regarding staffing needs.
- Attends meetings, training conferences, job fairs, and workshops.
Essential Job Requirements - Qualifications:
- Skills, Knowledge and/or Abilities Required: Knowledge of the principals and practices of Public Administration including job analysis, selection, recruitment, and classification; computer keyboard and software programs, including work processing and applicant tracking programs; record keeping techniques; district organization, operations, policies and objectives; applicable sections of the State Education Code and other relevant State and Federal laws; statistical analysis; collective bargaining contracts. Skill and the ability to analyze problems and develop practical solutions; prepare job announcements; communicate effectively both orally and in writing; meet schedules and timelines; train personnel; read, interpret and apply rules , regulations, policies and procedures; work cooperatively with others; work independently with little direction; maintain accurate and complete records; make arithmetic computations with speed and accuracy; understand and follow oral and written instructions; establish and maintain cooperative and effective working relationships with others.
- Physical Requirements: Seeing to read a variety of materials and a computer screen; hearing normal voice conversations and speaking to exchange information in person or on the telephone; sitting or extended periods of time; bending a the waist, kneeling or crouching.
- Education and Training Required: High School graduation or the equivalent supplemented by academic coursework in human resources, statistics and specialized workshops on employee selection in the public service.
- Job Environment: Duties are performed almost exclusively in an air-conditioned office. Some travel to meetings or workshops on very occasional basis is required.
- Licenses, Certifications and Testing Required:
- Fingerprint/criminal justice clearance.
- Tuberculosis clearance.
- Written and/or oral examination.
- Keyboarding examination at 55 net words per minute.
