General Responsibilities 

Under the direction of the Superintendent, the Director of Special Services leads the Special Education programs consistent with federal and state laws, rules and regulations and district policies and procedures.  The Director of Special Services is responsible for the administration of school specific programs that allow students requiring Special Services to be a part of the regular school program to the maximum extent possible.  To this end the Director of Special Services coordinates the Special Education programs with other district programs and between levels and buildings. The Director of Special Services is responsible for providing leadership, support and coaching to building administrators, special education staff and general education staff serving identified students.

Essential Functions/Other Functions 

Essential Functions:

  1. Lead and direct the Special Services departments of the District, including the development and implementation of the District’s Special Education program.
  2. Develop skills and abilities of staff within all Special Services departments; assess and integrate best practices into all activities ensuring efficient and effective operations of all Special Education programs.
  3. Assist in interpreting and administering policies, rules and regulations established by the federal government, the Legislature, state and local boards of education and the school district administration relevant to areas of responsibilities.
  4. Share in the recruitment, selection and placement of staff assigned to Special Education with building administrators.
  5. Work closely and cooperatively with other administrators to ensure effective integration of service delivery with other curriculum and instruction programs in alignment with best practices, effective outcomes and available resources.
  6. Provide for the placement of Special Education students, monitor and evaluate the instructional program of students enrolled in Special Education and remedial programs.
  7. Provide support and training on the use of I.E.P’s.
  8. Collaborate with building administrators regarding: quality special education program design, program implementation, instruction, and standards based IEP development; the selection, supervision evaluation and discipline of special education staff; community, parent student, and staff concerns; the development of school-wide plans as they relate to special education support and differentiation of instruction based on student needs and their least restrictive environments.
  9. Serve as an instructional leader in the area of Special Services, providing in-service and ongoing training to staff members and district administrators.
  10. Provide continuing support and act as a direct liaison between Special Education and building principals, central administrations.
  11. Provide leadership in the development of curriculum for special education students.
  12. Coordinate all special education programs at elementary level (including preschool) or secondary level (including 18-21-year-old program), assigned PK-12 or specialized programs, and determine and monitor out-of-district special education placements.  This includes Child Find and 504’s as well as special education.
  13. Collaborate with school psychologists and speech and language pathologists in planning and scheduling required state testing for special education students including alternative assessments and provide data to mark the achievement of students with special needs per building and district levels.
  14. Communicate with the public about the District’s Special Education programs.
  15. Work with the transportation department in developing guidance and problem-solving transportation for student with disabilities.
  16. Prepare reports as required by district, OSPI and other agencies, including writing and monitoring IDEA grant and Safety Net applications.
  17. Manage budget, staffing and compliance issues.
  18. Supervise implementation of policies and policy revision in the area of student records.
  19. Maintain professional growth and development.
  20. Act as a liaison to the community, agencies and Castle Rock School District Families.
  21. Serve as a member of the Superintendent’s Cabinet.
  22. Attend board meetings, prepare agenda items for Board of Directors regarding special services topics and respond to Board and community member questions and concerns.
  23. Ensure compliance in all programs required by governmental standards.
  24. Use technology for analysis, recordkeeping, communication, presentations, trainings and workshops.
  25. Possess knowledge of and adhere to Governing Policies and District Regulations and Procedures.
  26. Maintains clear communications and good working relationships with constituents.
  27. Maintains complex and confidential electronic and physical files and records in accordance with the appropriate records retention timelines.
  28. Participate in special projects as assigned and perform related duties and key responsibilities consistent with the scope and intent of the position.

 

Minimum/Preferred Qualifications & Skills 

Minimum Qualifications:

  1. Master’s degree in special education, educational administration or related field.
  2. Appropriate Washington State administrative credential.
  3. Five or more years of teaching experience.

Prefferred Qualifications:

  1. Two (2) or more years of administrative experience in a public school setting desirable.

 

Working Conditions/Employment Requirements 

Working Conditions: 

The daily work is performed in an office setting and at various sites within the district.  On occasion you will be required to:

  1. Attend evening meetings or activities.
  2. Frequently required to represent the district on potentially controversial maters. 
  3. Sit for prolonged periods.
  4. Be exposed to computer display terminal for prolonged periods.
  5. Deal with distraught, angry or hostile individuals.
  6. Deal with sensitive, confidential information. 
  7. Sometimes required to stand for prolonged periods.
  8. Physically restrain students or adults.
  9. Meet externally imposed and inflexible deadlines.
  10. Be exposed to a clear threat to physical safety and work long hours beyond the normal work day.
  11. Constant bending, twisting, lifting, pushing and pulling.
  12. Constantly alternating between sitting and standing.
  13. Normally does not work at heights above ten feet.
  14. Normally does not lift any object weighing more than fifty pounds.

  1. Successfully complete Washington State Patrol background check.  Employee is responsible for cost of background check.
