JOB TITLE: Director I, Purchasing

Job Summary: The job of “Director I, Purchasing” is done for the purposes/s of ensuring that departmental work goals are met; services are provided in an efficient and effective manner; ensuring that staff utilizes appropriate procedures and safe practices; ensuring that jobs are completed efficiently and within regulatory guidelines and project deadlines; and ensuring optimal utilization of personnel and other resources.

Essential Job Functions:

* Plans and organizes the Purchasing Department and the Warehousing operations of the District for the purpose of assuring compliance with all transactions and procedures.

* Prepares specifications for supplies, equipment, and services for the purpose of providing cost information, making purchases, and securing items.

* Evaluates vendor contracts, equipment and supplies for the purpose of ensuring proper use of district funds in the acquisition of supplies, equipment, and services.

* Prepares various documents, (e.g. cost estimates, budgets, reports, advertising, competitive bidding, evaluation reports, contract specifications, etc.) for the purpose of providing necessary information to state/federal agencies and appropriate district personnel and/or in determining contracts.

* Maintains current information on vendors and sources of supply for the purpose of ensuring the district’s resources are effectively utilized.

* Coordinates the demonstration of equipment or supplies for the purpose of informing the district staff of correct procedures and safe practices.

* Supervises and evaluates the Warehouse and the Purchasing Department personnel for the purpose of ensuring that departmental work goals are achieved.

Other Job Functions:

* Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

* Attends various meetings (e.g. trainings, hearings, risk management and safety) for the purpose of addressing liability concerns, providing and receiving information.

Essential Job Requirements - Qualifications:

* Experience Required: Prior job related experience with increasing levels of responsibility including supervision of projects and personnel.

* Skills, Knowledge and/or Abilities Required:

Skill to use the materials, supplies and equipment required in school districts, communicate effectively, problem solve, price and estimate cost of district supplies, materials and equipment, supervise department personnel and projects.

Knowledge of purchasing procedures and techniques; business terminology; inventory control procedures; warehousing and distributions systems.

Ability to sit for prolonged periods, plan and manage projects; learn and interpret laws, regulations and rules regarding school district purchasing and contractual operations; prepare clear specifications and legal contracts. Significant physical abilities include lifting/carrying/pushing/pulling, reaching/handling/fingering, talking/hearing conversations and visual acuity.

* Licenses, Certifications, Bonding, and/or Testing Required:

Criminal Justice Fingerprint Clearance, Health Physical Clearance, Tuberculosis Testing/Clearance, valid California driver’s license.
