BRIEF DESCRIPTION OF POSITION
Plans, directs, and supervises all business, financial, and procurement & contract services of the Glendale Unified School District and coordinates these services with the personnel and instructional programs and services of the District.
SUPERVISION RECEIVED AND EXERCISED
Administrative direction is provided by the Superintendent.
General direction is exercised over the Business Services Office, the Director, Procurement & Contract Services; the Director, Financial Services; the Financial Analyst; and the Director, Educational Technology and Information Services.  
MAJOR DUTIES AND RESPONSIBILITIES
Formulates and recommends to the Superintendent for approval or submission to the Board of Education, policies governing the operation and control of the Division of Business Services.
Establishes and oversees implementation of operating objectives, within the framework of approved policy, for each of the administrative services to ensure their effective support to the educational functions of the District.
Supervises and coordinates the activities of the Division of Business Services, including transportation, information and technology, risk management and insurance programs, budgeting, accounting, and financial reports.
Develops and issues standards, procedures and operating instructions governing the business, financial and operational services of the Division of Business Services.
Assists the Superintendent, as directed, in presenting the programs and needs of the Division of Business Services to the Board of Education and to County and State officials.
Evaluates, on a continuing basis, the administrative support services of the school system; supervises the development of long and short-range plans for the Division of Business Services and submits reports periodically to the Superintendent on accomplishments and future activities of the Division of Business Services.
Directs the development of budgetary procedures, systems of budgetary review and expenditures control, and budgetary presentation methods to explain the District budget to the Superintendent, the Board of Education, and appropriate County and other government officials for approval.
Provides leadership for a positive financial management control operation to the extent permitted by the Education Code and other external rules and procedures; establishes a sound basis for professional management of all income and expenditures of the District; and installs and maintains appropriate expense reduction programs in functions and services of the Division of Business Services where the need is determined.
Reviews, approves, and submits to the Superintendent, through the Superintendent's Cabinet, budgets for schools, officials, divisions and departments.
Officially supervises the preparation and submission of all necessary financial and other reports required for reimbursement to the District of monies from appropriate Federal, State, County, and Local government agencies.
Directs the development and maintenance of systems and procedures, including accurate and efficient forms design and control of paperwork flow and equipment, for all functions and services of the Division of Business Services.
Develops an effective organization structure for the Division of Business Services and recommends modifications, which will result in better administrative support services; recommends the appointment, transfer, and reassignment of departments in the Division of Business Services.
Compiles and furnishes vital statistics on attendance and other matters as requested.
Supervises District's self-insurance programs and serves as District representative on Joint Powers Agency Board of West San Gabriel Valley Property and Liability JPA.
Supervises District's utilization and disposition of surplus properties.
Reviews and recommends action on personnel matters within the Business Services Division.
Participates on the management team in negotiations with both classified and certificated associations and advises on all financial aspects of contract negotiations.
Serves on the Superintendent's Cabinet.
Other duties as assigned.
EMPLOYMENT STANDARDS
Education:
Master's degree in business or educational administration preferred; training in the broad aspects of school and/or governmental administration with emphasis on school business administration and school finance; or any combination of experience and training that would provide the required knowledge, skills and abilities may be qualifying. 
Experience:
Successful high-level experience in a school district or equivalent public or private organization.
Personal Characteristics:
Demonstrated leadership and supervisory skills while working effectively with staff and the public.
Desirable:
Written and oral proficiency in a second language.
License or Certificate:
Possession of a valid State of California Class C driver's license. Ability to be insured and maintain vehicle liability and property damage insurance.
