FULLERTON JOINT UNION HIGH SCHOOL DISTRICT JOB DESCRIPTION MANAGER, BUSINESS SERVICES Qualifications Education: Required: B.A. in accounting, public or business administration; and educational background with strong emphasis in finance. Desirable: M.A. or M.S. Experience: Two years of successful management experience and or five years of increasingly responsible professional accounting or Administrative experience, providing familiarity with governmental accounting principles and procedures. Personal Qualifications: Character, personality, appearance, proper social capability, to relate effectively with staff, students, and ability to work with a wide variety of community groups and organizations. General Responsibilities Under the general leadership of the Assistant Superintendent, Business Services, assist in supervising budgeting, accounting, payroll, financial record keeping, inventory control, data processing, purchasing, maintenance, transportation, and food services operation as assigned; perform or supervise the conduct of special studies, and perform related duties as required: Duties and Responsibilities As assessed by the supervisor, the results of the Business Services Manager's performance will be as follows: The development, preparation, and control of the District budget will have been accomplished in a professional manner. The District financial accounting and reporting will have been accurately accomplished. The preparation of the District payroll will have been competently administered. The maintenance of records will have been effectively accomplished. The administration of fringe benefits programs will have been consistently and logically applied. The accounting for the District’s income and expenses will have been accomplished to meet the requirements established by the California School Accounting Manual and generally accepted accounting principles established by the American Institute of Certified Public Accountants (A.I.C.P.A.) The investment of District funds will be prudently handled. The data processing operations of Business Services will be competently controlled. The payment of District obligations will be handled accurately and expeditiously. The administration of the use of District facilities will be competently and consistently applied. Duplicating and printing of forms and materials will be effectively accomplished. The gathering of attendance data for state reporting purposes will be accurately maintained. The planning, organizing, and assigning duties to staff directly responsible to the Business Services Manager will be appropriately handled. The completion and review of all assigned duties will be effectively handled. The performance of assigned staff members will be evaluated. The function of internal auditing of financial and nonfinancial materials of District information will be professionally handled in regard to generally accepted accounting and auditing guidelines. Auditing and certification of reports required by governmental agencies (annual financial, excess cost, project reimbursement, and others as required) will be accomplished in a professional manner. The auditing and review of student body accounts will be adequately handled in relation to proper accounting procedures. Development and implementation of cost accounting theory will be creatively conducted. Special studies requested by management (time, cost, system, etc.) will be performed in an expeditious, objective logical manner. Systems and procedures dealing with the effective utilization of personnel, office space, forms, supplies and equipment will be reviewed, improved, and developed in a conscientious, logical manner. Varied problems of all nature dealing with District Fiscal activities will be handled in an expeditious manner. In the absence of the Assistant Superintendent, Business Services, the duties and responsibilities of the Assistant Superintendent, Business Services will have been effectively assumed. The Business Manager will effectively assist the Assistant Superintendent, Business Services in supervising purchasing, maintenance, transportation and cafeteria operations. Staff, departmental, management and other meetings will be attended as required. The coordination of activities with the schools and other departments in the District will be accomplished in an effective manner. Timely and effective communication regarding incidents and/or situations that may impact the District office/schools will have been consistently provided to appropriate District personnel. Annual objectives deemed appropriate by the supervisor will have been established. Appropriate data in support of the status of annual objectives and job description elements will have been gathered. Establishing and maintaining a cooperative and harmonious working relationship with others will be achieved. Other duties assigned by the supervisor will have been effectively accomplished.
