DIRECTOR OF TRANSPORTATION SERVICES
BASIC FUNCTION:
Under the direction of the Associate Superintendent, Business Support Services, plan, organize, control and direct the Transportation services, operations, and the vehicle maintenance activities of the District; develop and implement policies and procedures to assure compliance with federal, state, and local laws and regulations; supervise and evaluate the performance of assigned staff.
REPRESENTATIVE DUTIES:
Plan, organize, control and direct the Transportation services, operations, and the vehicle maintenance activities of the District; implement district-wide policies and procedures to assure compliance with federal, state, and local laws and regulations.
Direct the routing, scheduling, and supervision of school bus drivers to assure the smooth operation of a variety of general and special education school bus routes.
Direct the development and implementation of an effective and timely District School Bus Fleet, Support Fleet, and Campus Auxiliary support equipment replacement program.
Direct the District's transportation maintenance activities including school bus safety checks, preventive maintenance schedules, on-going repairs, alternative fuel technologies, and maintenance staff.
Direct the Department's Safety and Training needs to assure that school bus drivers, commercial drivers and bus transportation aides are sufficiently trained and meet State guidelines through original, renewal, and District on-boarding training.
Direct routine in-service training programs related to transportation services.
Analyze and study schedules and routes to prepare long-range plans for equipment and staffing needs; prepare justifications for a variety of Department needs.
Assist Personnel Support Services in the management of the District’s Controlled Substance and Alcohol testing program as required.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; plan, coordinate, and arrange for appropriate training of subordinates.
Develop and prepare the annual preliminary budget for the Transportation Department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Administer Department collective bargaining agreements and participate in on-going departmental and District labor relations sessions.
Advise and recommend District management staff on transportation-related matters; interpret State and District pupil transportation laws, policies and procedures for school personnel, parents, and others.
Communicate with other administrators, District personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.
Act as the liaison with City and County Traffic Engineering in matters involving both on-site and off-site traffic safety.
Coordinate the provision and maintenance of site-based security communications, network, frequency pairing and the District Emergency Operations regional communications system.
Select, maintain, and update Transportation technologies to meet industry standards.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned services, activities, and operations.
Attend a variety of trainings to maintain current knowledge of legislation, legal codes, and requirements; conduct and facilitate meetings.
Direct and monitor use of contracted transportation carriers for the District assuring proper adherence to licenses, equipment and insurance requirements.
Provide technical expertise, information, and assistance to the Associate Superintendent for Business Support Services regarding assigned functions; assist as needed in the formulation and development of fiscal policies, procedures, and programs.
Participate in and provide logistical support to the Emergency Operations Center.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to: bachelor's degree in business administration or related field and five years increasingly responsible experience in transportation operations including two years in a supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
