Position Description
This is a temporary professional expert position approved for contract through 6/30/23.
Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino(2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%).Furthermore, 40% of our students are first-generation college students, and approximately 62%of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
Under general direction, the Director of Social Wellness & Behavioral Support is responsible for developing and managing programmatic components to assist students in crisis.
This position is responsible to help ensure the safety and wellness of the college by serving as a liaison between Student Services and Campus Police. The Director of Social Wellness & Behavioral Support will develop collaborative relationships with on-campus and community resources, provide individual and group counseling as needed, and consultation for District employees, and support crisis intervention efforts with Campus Police. This position follows District policies and procedures consistent with federal, state, and local laws and regulations
Additional areas where this position will have a key role include; education, training, and outreach and the following programs that support students in crisis: TAG (Threat Assessment Group) support (including mental health threat assessments), Title IX program support, and general education and training
Responsibilities
Duties may include, but are not limited to:
Mental Health Support & Case Management - Has primary responsibility for developing and implementing a continuum of behavioral intervention case management and community integration model including the; response triage/assessment, planning, communication, collaboration, implementation, monitoring, and evaluating multi-faceted, potentially high risk, and complex situations.
• Primary case manager for reported students in distress or crisis situations.
• Serve as primary support for students presenting in crisis, often reported through various offices, including Student Health Services, Campus Police, Student Discipline and Disabled Student Services.
• Assist students with social services needs including referral to on-campus and community resources and develop relationships with on-campus and community partners who will provide education, intervention, and consultation services.
• Appropriately coordinate with other District employees, Campus Police, off-campus agencies (i.e. healthcare providers and local and state social services) and family members to support the success of students in distress and to develop and execute action plans.
• Meet with students and otherwise engage with them through various means to investigate issues of concern and to provide information, guidance, and support as appropriate to the situation.
• Provide brief, goal-oriented individual counseling to support students from diverse backgrounds in managing their mental health concerns.
• Provide student group-based counseling services as needed.
• Collaborates with the Dean of Student Affairs and provides training and support for students presenting in crisis throughout the discipline process.
• Collaborates with Campus Police to further support response efforts and deescalate non-criminal incidents whenever possible.
• Provide crisis assessment and intervention services for students with urgent needs during business hours.
• Provide consultation, guidance, and training for District employees who are working with students of concern and/or who are in distress.
• Implement and oversee graduate level social worker internship program.
• Provide training/best practices to increase District employee's awareness of psychosocial and economic barriers to academic success, and develop their capacity to support and/or refer and/or report students in distress.
• Normalize help-seeking behaviors.
• Document all actions taken for current cases and produce reports as needed.
Behavioral Intervention Team (BIT) - Responsible for triage and assessment of BIT reports to Campus Police and Student Services. Upon receipt of a BIT report, this position will provide expertise in determining the level of appropriate response and assignment (Campus Police or Student Services).
Other Responsibilities
• Serve on District committees and assist with initiatives or special projects related to the scope of the position's responsibilities.
• Maintains files and databases, such as Advocate, Colleague, and for all student crisis support related issues.
• May support the Director of Human Resources (Title IX Coordinator) in following processes, procedures, and practices as outlined per federal and state regulations in Title IX compliance issues.
• Performs other related duties as assigned.
Qualifications
Minimum Qualifications
• Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
• Possession of a master's degree.
• One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
• Knowledge of:
• Applicable laws, codes, regulations, policies and procedures;
• Principles and practices of administration, supervision and training; crisis management/intervention, threat assessment, and conflict resolution.
• Ability to:
• Develop and evaluate comprehensive plans to meet current and future needs of assigned areas;
• Develop and effectively manage a budget;
• Plan, organize, develop, and evaluate student services and support programs;
• Apply current and emerging technology to support the development and delivery of student services;
• Train, supervise, and evaluate personnel;
• Apply and use effective interpersonal skills; communicate effectively both orally and in writing;
• Interpret, apply, and explain rules, regulations, policies, and procedures;
• Maintain current knowledge of program rules, regulations, requirements, and restrictions;
• Analyze situations accurately and adopt an effective course of action;
• Evaluate and support recommendations from within the District community for program improvements and/or new service efforts.

Desirable Qualifications
• Licensed as an LCSW. If current license is out of state, must be licensed in CA within 2 months of hire.
• Ability to work in partnership with law enforcement.
• Possession of an advanced degree in Social Work, Counseling/Clinical Psychology, or related field from an accredited institution.
• Evidence of significant administrative experience in the area of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment in mental health programming.
• Experience with effective team management.
• Knowledge of and ability to apply principles and methodologies that foster equitable outcomes for students.
• Commitment to diversity, equity, and inclusion.

• The incumbent may periodically be required to travel to a variety of locations. If operating a vehicle, employees must have the ability to secure and maintain a valid California driver's license.

CONDITIONS OF EMPLOYMENT
This is a full-time, temporary professional expert position approved for contract through June 30, 2023. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. The monthly salary is $10,200. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).

Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job.
