Rare Opportunity-- Loma Prieta Joint Union School District serves a semi-rural region between Silicon Valley and the Pacific Ocean. This high performing, community-funded K-8 school district is seeking a motivated leader to join their collaborative team (ADA 450). Under the direction of the Superintendent, the Chief Business Official shall be responsible for all fiscal and business activities and reporting, including budget development and projections and presentations to the board. The CBO supervises the managers of child nutritional services, transportation and maintenance and other classified employees as assigned. Requirements / Qualifications Five (5) years of progressively responsible positions in school business or a related field, strong analytical skills, knowledge of school accounting structures and effective communication skills. Graduation from an accredited college or university with a degree in business administration, accounting or education is preferred but not required. Open until filled with first interviews on June 15, 2022.

TITLE: Chief Business Official
CLASSIFICATION: Management
WORK YEAR: 12 Months
DEPARTMENT: Business
REPORTS TO: Superintendent
DESCRIPTION OF THE POSITION:
Under the direction and supervision of the Superintendent, the CBO performs varied and complex management functions including budget development, monitoring and administration; fiscal and accounting services; grants accounting; public contracts, risk management and attendance reporting. This job class functions in a visible and independent manner and requires a degree of tact, discretion and judgment. CBO is responsible for all District accounting-financial procedures, reports and records, attends Board of Trustee meetings and performs other duties as directed by Superintendent.
MAJOR DUTIES AND RESPONSIBILITIES:
- Directs and organizes accounts payable and receivable, payroll record keeping and preparation, purchasing, cafeteria accounting and all bookkeeping functions.
- Prepares all aspects of the budget and financial projections, including position control.
- Ensures procedures are in compliance with policies, regulations and Education Code requirements and that sound business practices are followed.
- Develop and present financial reports to management and Board of Trustees.
- Prepare confidential information for negotiating with bargaining units.
- Develop and implement purchasing policies and procedures; prepare and administer contracts.
- Coordinate property and liability insurance and loss-control.
- Prepares state attendance reports.
- Perform related duties as assigned.
DESIRABLE QUALIFICATIONS:
Knowledge of:
- Principles and practices of governmental accounting, auditing and budgeting
- Principles of supervision and training
- Provisions of the Education Code and the California School Accounting Manual
- Maintenance, operation and facilities oversight
- School Construction
- Principles of organization and administration as the apply to Basic Aid Community funded schools and business management services
- Technology
Ability to:
- Apply the principles, practices and techniques of governmental accounting
- Develop and maintain fiscally sound budget projections
- Apply the principles of budgetary preparation and control
- Assemble and analyze data and make appropriate recommendations
- Plan, organize and coordinate the work of others
- Develop and install new, and revise existing methods and procedures
- Establish and maintain cooperative relationships with those contacted
- Supervise and evaluate staff
Experience:
- Three years of increasingly responsible experience as a Chief Business Officer or Business Manager, Including at least three years in a supervisory role, preferably in a school district
- Knowledge of school accounting structures
Education:
- Bachelor’s degree in accounting, public administration or business administration including courses in government accounting and computer applications
- CASBO Certification, ACSAA Business Academy or FCMAT CBO training desirable.
