Job Description / Essential Elements:    Print   

Essential Job Functions:

Assists in the development of the annual budget.

Assists in the development of program and project budgets.

Assists in attendance accounting functions.

Assists in payroll and accounts payable as needed.

Assists schools and District Office in development and preparation of budget requests.

Conducts continual internal audit of financial operations in all areas.

Interprets, enforces and applies policies and regulatory requirements, develops user guides and training programs.

Maintains the District’s Revolving Cash Fund and associated records.

Maintains records of transfers, charges, and credits.

Performs accounting functions for State and Federally funded programs/projects.

Performs accounting and fiscal reporting functions of State Lease/Purchase Programs and Special Reserve/Capital Facilities/Funds of the District.

Performs a variety of financial and statistical research as required.

Performs accounting functions regarding journal entries, budget revisions, etc.

Performs all record keeping and report preparation relating to the requirements for GASB34.

Prepares for input and posts financial transitions within the District’s computer system for all Fund activities.

Prepares necessary interim financial reports as required.         

Prepares administrative studies, findings, and reports.

Prepares, reviews, and approves accounting and financial reports, summaries, tax returns, assists auditors with audits of records and program compliance.

Prepares financial statements and reports for State and County.

Provides on-site assistance to site personnel in fiscal matters.

Reconciles all bank accounts.

Research, prepare and submit employee and employer payroll taxes as required by State and Federal law.

Travels to school sites to audit records, provide training and evaluate customer needs.

Other Job Functions

Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

Job Requirements - Qualifications: 

Knowledge, Skills, and Abilities:

Knowledge to perform principles, practices and terminology used in General and Accepted Accounting practices with desired emphasis on the accounting requirements of California Public Education as directed by the California School Accounting manual; financial analysis and research techniques; computer applications for accounting procedures; basis principles, practices and terminology of public purchasing; applicable laws and regulations; financial and computerized statistical record keeping techniques and methods; perform advanced professional-level work in school accounting, financial analysis and reporting, budget development and other designated areas of work of the department; establish and maintain complex budget and financial data.

Skills to perform multiple specialized technical tasks.  Specific skills to communicate with persons of varied cultural and educational backgrounds; operate standard office equipment; perform standard bookkeeping/accounting procedures; perform standard clerical procedures; prepare and maintain accurate records; and utilize pertinent software applications.  Keyboard/computer literate.

Abilities to perform technical accounting, statistical, and audit work; prepare clear and accurate financial statements and reports; type 30 wpm;  interpret, apply and explain Federal, State, local and District policies, rules and regulations; speak and write clearly and effectively; establish and maintain cooperative relationships with those contacted in the course of the work.

Responsibility in relationship to people includes leading, guiding and/or coordinating.  Monitors and/or oversees the use of funds with significant responsibility for care of assets.  The resources required (people, equipment, facilities, and/or funding) necessary to perform job functions are of a moderate scope and moderate opportunity exists for significant impact (positive or negative) on the organization’s mission.  Work is not normally reviewed in detail

Working Environment: The job functions are generally performed in an indoor environment requiring the following sig 

nificant physical abilities: reaching, handling, fingering and/or feeling; sensory speaking, hearing and visual.

Educational Requirements: High school diploma or equivalent; minimum two years college course work with degree/major emphasis in accounting.

Experience Requirements: Minimum two years job related experience with direct/full time experience in applied technical accounting activities.

Any combination of education and experience equating to the minimum qualifications, which, in the opinion of the District, would satisfy the desired knowledge and practices background sought may be considered.

Licensing, Certification, Testing Requirements: Fingerprint/criminal justice clearance; Tuberculosis clearance.
