ACCOUNTING TECHNICIAN
DEFINITION
Under general supervision, to perform specialized accounting and budget control clerical functions in maintaining financial and statistical records, utilizing manual and computer-assisted processes; to perform difficult and technical accounting and budget control clerical functions; to perform responsible payroll accounting record management functions, record management, storage and retrieval systems; to monitor, audit and prepare a variety of payroll related reports, records and summaries; and to do other related work as required.
EXAMPLES OF DUTIES
•Performs specialized and technical functions in assembling, tabulating, calculating, verifying, and filing accounting, as well as payroll and fiscally related information and data.
•Performs complex and technical fiscal record management operations related to one or more specialized accounting, budget, and payroll control functions.
•Assists in revision, formulation, and implementation of accounting, budget control, and payroll record management systems and procedures.
•Posts, balances, and verifies accounting and budget control records.
•May prepare trial balances, financial statements, State and Federal related documents and reports.
•Establishes, posts, and maintains journals, ledgers, and a variety of other accounting and budget control records.
•Prepares and verifies the accuracy and completeness of financial files, records, and reports.
•Prepares accounting and budget control record analyses.
•Processes a variety of documents pertaining to payroll transactions, including payroll registers, employee status reports, insurance detail and a variety of other documentation.
•Assists District personnel in the resolution of unusual accounting, budget and payroll problems, issues and concerns.
•Receives, reviews and verifies payroll documents and reports for accuracy and adherence to legal mandates, policies and operational guidelines.
•May assist in the preparation and distribution of fiscal and payroll related reports required by District and County operational units.
•Audits, verifies and releases payroll warrants and various payroll documents.
•Operates computers, terminals, and other business office machines and equipment.
•Works with a computer-based accounting and budget control system.
•Prepares system input data and analyzes, verifies, and reconciles output reports.
•Makes complex arithmetical calculations and verifies computations.
•Interprets and provides information regarding routine legal mandates, policies, regulations, and operational guidelines to District personnel.
•Provides technical information to County, State, and Federal agencies.
•Performs other related duties as required.
QUALIFICATIONS
Knowledge of:
Methods, practices, and procedures of school district accounting, budget control, payroll, record management; and fiscally related record management systems;
Operation of manual and computer-assisted accounting, budget control and payroll record management, storage and retrieval system;
Computer hardware and software application programs commonly used in accounting or payroll operations;
Financial and payroll related report preparation and format;
Modern office practices, procedures, and techniques;
Organization and planning methods, trends, techniques, and practices.
Legal mandate, policies and operational guidelines pertaining to payroll and fiscally related matters.
English usage, spelling, grammar, and manuscript and report formatting;
Effective and efficient communication techniques, strategies, and procedures.
Ability to:
Perform complex and technical accounting, payroll accounting, budget control and fiscally related clerical functions;
Prepare, audit, review, analyze and effectively compile accounting, budget control, and payroll reports, records, and related summaries;
Perform double entry bookkeeping and elementary accounting;
Make complex arithmetical calculations and verify the results;
Effectively and efficiently operate computers, computer terminals, and other office machines and equipment;
Type or keyboard at a net corrected speed of 45 words per minute;
Understand and carry out oral and written directions;
Establish and maintain cooperative working relationships;
PHYSICAL DEMANDS

•Persons performing service in this position classification will exert 10 to 20 pounds of force frequently to lift, carry, push, pull or otherwise move objects.
•This type of work involves sitting most of the time, but may involve walking or standing for brief periods.
•Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to operate business related equipment, and handle and work with various materials and objects are important aspects of this job.

Equivalent to the completion of an associate of science degree from an accredited community college, and/or three years of responsible experience in accounting, payroll or budget control record management, auditing and report development involving computer-assisted processes.
