THE POSITION: The job of Business Analyst is done for the purpose/s of providing leadership, advice, and direction to Alameda County Office of Education (ACOE) direct service school district personnel, including Superintendents, regarding financial matters, budget concerns, compliance issues, interpretation of various governmental codes, application of the state accounting manual, and technical accounting and business transactions; ensuring that overall fiscal policies, practices and/or regulations meet compliance requirements; maintaining accurate account balances; evaluating feasibility of services within budget parameters; and ensuring efficient use of financial resources. This job is distinguished from similar jobs by the following characteristics: “Direct Service” is defined as those districts for which ACOE provides various business services due to their smaller size, typically having less than 400 ADA. TYPICAL DUTIES: Advises ACOE direct service school district personnel, including Superintendents, for the purpose of providing assistance to all levels of management in the resolution of budget concerns and other financial issues. Analyzes financial information related to services (e.g. complex annual budgets, budget models, interim reports, year-to-date and annual data, financial forecasts, grants and entitlements including special education, etc.) for the purpose of identifying potential budget variances, compiling statistical information, developing procedures, and conforming to established financial practices and regulatory requirements. Assists in the preparation and filing of complex Standardized Account Code Structure (SACS) reports and various other reports at all financial reporting periods for the purpose of preparing the information and data required for all financial reporting periods. Audits records, project expenditures and internal controls for the purpose of conforming to established GAAP, Federal and State laws and regulations. Calculates and projects Local Control Funding Formula (LCFF) revenues for the purpose of verifying state apportionment and property tax receipts used in funding direct service districts. MINIMUM QUALIFICATIONS: Eight (8) years related experience with increasing responsibility in accounting, auditing or financial analysis, including at least four (4) in a school district or county office of education. Two years’ experience with budget modeling and position control programs preferred. Bachelor’s degree in Accounting or Business Administration preferred.
