
Personnel Compliance Officer (PCO) ~formerly HR Analyst-Credentials at Glendora Unified School District
Requirements / Qualifications
QUALIFICATIONS: Knowledge and Skills: Requires specialized technical knowledge of generally accepted Personnel Services management practices, fair employment practices and laws. Requires knowledge of personnel policies and procedures, District policies and procedures and applicable portions of the California Education Code, inclusive of the Merit System. Requires in-depth knowledge of the rules, regulations, and processes for teacher and administrator credentialing including employment laws and credentialing procedures governing academic professionals (California Education Code). Requires sufficient personal computer skills to use common office productivity applications, access and enter data into relational databases, and conduct paralegal research of on-line statutes and regulations. Requires sufficient writing skill to prepare professional correspondence. Requires sufficient math skills to compute sums, products, and basic statistics. Requires sufficient human relations skill to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions and training, and to facilitate discussions in individual and small group settings. Abilities: Requires the ability to carry out all aspects of the position. Requires the ability to interpret the policies, procedures, techniques, and rules governing Personnel Services management at the District. Requires the ability to research, interpret and apply Department of Education rules governing certificated employment. Requires the ability to achieve harmony and cooperation in communications with others.

Requires the ability to learn and apply laws, regulations, policies and procedures for equal employment opportunity. Requires the ability to learn and apply the provisions of the District' collective bargaining agreements dealing with recruitment, selection, transfer, and assignment of salaries. Requires the ability to maintain up-to-date files and ensure security and confidentiality of employee information. Requires the ability to prepare professional correspondence for routine communications with insiders and outsiders. EDUCATION AND EXPERIENCE: The position requires the completion of a Bachelor’s degree or higher from an accredited four-year college or university. A degree in the area of public administration, human resource management, psychology, business, education, or in a closely related field, is desirable. Coursework in organizational leadership, human resources/personnel, or employee relations is desirable. Experience in a Merit System school district is preferred. This position requires five or more years of experience in personnel administration, human resources, and/or supervision in an educational, or similar, environment. SUMMARY: Under the general administrative direction of the Assistant Superintendent, Personnel Services, the Personnel Compliance Officer (PCO) will support the planning, organization, and administration of the District's comprehensive personnel program, while performing advanced technical work in personnel related to academic credentials/licensing, seniority, position control, salary placement/advancement, monitoring staff required trainings, ensuring adequate training of all substitutes, while providing related services for the District and its employees to ensure compliance with all federal, state, county, and school district regulations. The PCO will also work closely with the Safety/Risk Compliance Officer (SRCO).
